HomeMy WebLinkAboutMINUTES - 04221986 - 1.24 TO: BOARD OF SUPERVISORS FROM: Phil Batchelor, County Administrator Contra DATE: April 16, 1986 Costa SUBJECT: Legislation: Assembly Bill 1995 (Waters) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Remove the Board' s position of opposition to AB 1995 by Assemblywoman Waters and, ' instead, adopt a neutral position on the bill. BACKGROUND: On April 23, 1985, the Board of Supervisors adopted a position of opposition to AB 1995 based on the recommendation of the Redevelopment Agency. At that time, AB 1995 required that 5% of the tax increment revenue to a redevelopment agency be used for emergency shelter purposes in addition to the 20% of tax increment revenue already dedicated to low- and moderate-income housing. This position of opposition was based on the decreased flexibility which the bill would have imposed on the Redevelopment Agency. AB 1995 has now been amended to remove this objectionable provision. Both the Redevelopment Agency and the County Counsel have recommended that the Board remove their opposition, and this office concurs with that recommendation.
