April 14, 1986 Coin/ SUBJECT: Legislation: Senate Bill 1809 (Doolittle) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND,JUSTIFICATION RECOMMENDATION• Remove the Board' s opposition to SB 1809 by Senator Doolittle. BACKGROUND: On March 4, 1986 the Board adopted a position of opposition to SB 1809 by Senator Doolittle because of concerns expressed by the Elections Department that the bill would require the consolidation of special district elections with either the statewide Primary or General Election thereby making the ballot so unwieldy that it would contribute to problems previously faced in the County with long lines at polling places and unduly lengthy and complex ballots. County Counsel has indicated that language in SB 1809 provides the Board of Supervisors with complete discretion to approve or deny the consolidation resolution adopted by a special district. In view of this interpretation which leaves with the Board the discretion to determine whether or not to consolidate special district elections, this office believes the Board should remove its opposition to SB 1809.
