It is my recommendation that we, as a county and as the Board of Super- visors, forward a similar letter to BART requesting their assistance in funding; the lowering and widening of the Willow Pass Grade. As I explained at that meeting, an interim solution for transit over the Highway 4 Willow Pass Grade would be beneficial to both BART feeder buses and BART Park and. Ride car poolers as well as vehicular traffic. Additionally, much of this extra capacity appears to be needed for the ultimate reconstruction of the Willow Pass Grade in the widening and lowering project we have been discussing for several years. The extent of the lowering will be defined further within the coming year depending on the type of rail we select and the route of light -rail if that' s the direction we firmly decide. Secondly, our discussion of -the necessity for immediately beginning the EIR and engineering and design work for the ultimate reconstruction of the Willow Pass Gradelwas extremely productive. I especially appreciated the discussion regarding the possibility of BART assisting with a portion of the necessary funding, both for the EIR, engineering and design work and the interim solution which would be beneficial to BART feeder buses. I f Nello Bianco March 27, 1986 Page TWO I' Pursuant to our discussion, I broached the idea to the Highway 4 Task Force .and East County BART Coalition in a meeting later that evening. The Task Force passed a motion urging BART' s partnership and participation in accomplishing these two immediate short-term goals. The motion included a request for consideration for funding of at least $2 million to accomplish these projects. Totally, we see immediate funding needs in the area of $4 to $5 million. This money is needed, obviously, as quickly as possible so that no further time is lost in the critical effort to address our transportation crisis in East county.
