SUBJECT: REPORT ON WEST COUNTY JUSTICE CENTER ADVISORY GROUP
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Accept this Report from County Administrator regarding the need for a West County Justice
Center Advisory Group and adopt recommendation creating such an Advisory Group with,. the
membership and rules specified below.
BACKGROUND/REASONS FOR RECOMMENDATIONS:
To guide the design of the Martinez Detention Facility, your Board recognized the need for
citizen, as well as public agency, input and created the Detention Facility Advisory
Committee (DEFAC) to serve that purpose. The work of the Committee contributed to the
successful completion of that facility. We believe that citizen input in the design and
construction phases of the proposed West County Justice Center Project is important in
order to assure that the new facility will address the County's detention and corrections
needs and also serve the community in which it is located. The Sheriff's Department has
had a number of community meetings in West County in recent months soliciting input on the
proposed West County Justice Center. Widespread interest has been expressed by city
officials, as well as neighborhood and community groups, in participating in an advisory
group. The magnitude of the project and the diversity of agencies and groups with 'a
significant interest in the facility require the broad-based advisory group proposed
herein.
The Correctional and Detention Services Advisory Commission has participated in the
development of this report and strongly supports the recommendation.
1. Purpose
The purpose of the Advisory Group is to provide, through a collaborative effort,
advice to the Board of Supervisors regarding the design and construction process of
the new West County Justice Center, with the understanding that all final decisions
regarding said facility are the responsibility of the Board.

The following agencies and organizations shall be members of the Advisory Group:

ACCEPTED REPORT FROM THE County Administrator and APPROVED recommendation to create a
West County Justice Center Advisory Group as amended to add representatives from the cities
of Pinole and San Pablo, Contra Costa County Council of Churches and the West County League
of Women Voters. Nominations are to be forwarded to the County Administrator for subsequent
VOTE OF SUPERVISORS action by the Board.

3. Sub-Committees
As may be necessary, the •Advisory Group may form sub-committees comprised of at least
three members plus other interested and knowledgeable citizens to study specific
issues.
4. Public Meetings
All meetings will be open to the public.
5. Advisory Group Duration
The Advisory Group shall serve up to the completion of the design and construction
phases of the new West County Justice Center project.
6. Committee Support
Staff support to the Advisory Group will be coordinated by the County Administrator's
Office.
7. Expense Reimbursement
Citizen members of the West County Justice Center Advisory Group will be reimbursed
for actual and necessary expenses of travel, lodging, and meals incurred while on
official Advisory Group business with prior written approval of the County
Administrator.
