SUBJECT: Approval of Submission of Special Needs and Priorities Grant Application
#29-324 to the State Department of Health Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Approve and Authorize William Walker, M.D., Assistant Health Services Director, to
submit on behalf of the County, Grant Application #29-324 to the State Department
of Health Services requesting $52,695 of Special Needs and Priorities (SNAP)
funding for the period April 1, 1986 - March 31, 1987 for community education on
environmental health.
II. FINANCIAL IMPACT:
Approval of this agreement by the State will result in $52,695 of State funding for
community education on environmental health. Sources of funding are as follows:

68,276 County In-kind Contribution
$120,971 Total Program Cost
An increase in the hours of a current Health Educator position from half-time to
full time will be funded by $13,200 of SNAP funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Contra Costa County leads the state in per capita toxic waste production.
Community concern about toxic materials and environmental pollution is rising dra-
matically. Environmental health education is one of the most pressing public
health needs in Contra Costa County. This program will work with local government,
health specialists, key community groups, and local industry to develop community
education materials in English and Spanish. The materials will be utilized as part
of a public education campaign aimed at the general population, with particular
emphasis on high risk populations, including industrial workers, the elderly, and
children.
The goal of the program is to reduce health impacts on environmental threats
through increased knowledge about risks , prevention, and protection strategies, and
reduction of unnecessarily high levels of concern which potentially result in
illness. The Health Services Department does not currently have adequate staff or
fiscal resources to accomplish the goals of this program.

This document has_ been approved by the Department's Contracts and Grants
Administrator; in accordance with the guidelines approved by the Board's Order of
December 1, 1981 (Guidelines for contract preparation and processing, Health
Services Department) .
In order to meet the State's deadline for submission, draft copies of the grant
application have already been forwarded to the State Department of Health Services,
but subject to Board approval. Seven copies of the Board Order authorizing sub-
mission of the application to the State should be returned to the Contracts and
Grants Unit ; for transmittal to the State. The attached copy of the Grant
Application should be retained by the Clerk of the Board for County files.
