Attached find a P-300 classification questionnaire, transfer request ,
certification document, and application relative to the above subject
employee. We are asking to do the following effective 4/2/86.
1) Reallocate Community Aide position #54-2191 to Public Health Aide.
As you know, the Community Aide class is a Welfare Department
class and is clearly inappropriate for use in this Department.
Your office':sprior audit of the incumbent's duties revealed it .
to be properly classified as a Public Health Aide. That conclusion
still remains valid.
2) Authorize transfer of the incumbent between the two classes on the
basis that they are within 5% at the top step and comparable (both
are paraprofessionals in the human service field) . Since the in-
cumbent earns $1451 (top step of Community Aide) which is $14/mo
higher than the top step of Public Health Aide, authorize the
incumbent to be "y" rated at her current salary (no pay reduction)
until 7/1/86 at which time she would slot into the new top step
of Public Health Aide. The incumbent is agreeable to this "y" rate.
3) Recognizing this transaction will result in removal of a position
from Local #535's bargaining unit and adding it to Local #11s bar-
gaining unit, it has obvious employee relations implications. How-
ever, we both agreed the action is appropriate and you agreed to
handle the contact with the two unions when the time comes.

Assistspublic:
I assist the public by telephone, . home visits, office visits, Richmond Clinic
appointments and clinic visits.
I answer simple health questions and I teach patients about child care, Child
Health Screening Clinics, CHDP, immunizations, how to take medicines, importance
of taking medicines, resources for medical and dental care, use of health care
and transportation systems.
65i° All information I give is under direction of an RN or PHN. I act as Laotian/114ien
interpreter for all classes of health professionals. I case find and refer
new refugee patientsfor health services to PHN. I assist patients to make
appointments. I help patients complete forms for family planning. I help
patients apply for WIC and provide emergency canned milk for babies. I work
in CHS clinics weighing and measuring children.
Prepares reports:
I take 'simple health histories, open records for CHDP and record independent
visits. I prepare daily time reports and maintain a master file on refugees
known to •area office. I look for records in record file library. I write
35% notes to patients in 'Mien and Lao (Laotian dialects) . I pull refugee records
for clinic.

As time has gone on and experience increased we have utilized this person for
more independent HV' s and also to help with gathering statistical data for
the refugee grant .

What parts of this job do you check or review closely and why 7 All chart recording; health hist-ories',
daily time reports are reviewed closely for content as well as accuracy since
the charts are legal documents and our time documentation affects our fiscal
support. Frequent conferencing to assist making decisions about medical
urgency , how to: handle situations are also a necessity.
