RECOMMENDATION•
Adopt a position of support for SB 1672 by Senator Bill Greene.
BACKGROUND:
State law requires the Private Industry Council to hold a public
hearing on its proposed job training plan and requires that there
be 30 days advance public notice prior to submission of the plan
to the Board of Supervisors. Federal law, however, simply
requires that the plan be available to the public through such
means as public hearings and local newspapers.
The Private Industry Council believes that the 30-day advance
public notice requirement creates unreasonable time constraints
on the Private Industry Council and staff. SB 1672 has been
introduced by Senator Bill Greene. SB 1672 would retain the
requirement for a public hearing to be conducted by the Private
Industry Council, but would require only 10 days advance public
notice. This reduced public notice requirement will allow
Private Industry Council staff more time to finalize the job
training plan and thereby reduce the unreasonable time
constraints under which the staff must operate.
The Executive Director of the Private Industry Council and the
Council itself have recommended endorsement of SB 1672 .
