SUBJECT: MUNICIPAL COURT COMPUTER PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Request that the County Administrator' s
Office review the process being utilized by our municipal courts
for inputting tickets into the computer for a report to the Board or
to the Finance Committee on how it could be done more economically.
BACKGROUND INFORMATION: In a tour that I took on March 26 of the
Walnut Creek-Danville Municipal Court, I learned that many innovative
and creative approaches are - being implemented in this court to make
our judicial services more efficient.
I learned that computer input of parking tickets for three courts
is done in the Walnut Creek office. The Bay Court Municipal District
apparently does not participate in the computer program but instead
contracts with DataCom at a cost of about $ .75 per ticket for approxi-
mately 40,000 tickets.
I raised the question of whether computer inputting could be more
economically done by the Walnut Creek court since it has a system to
accommodate this kind of programming.
In fact I discovered that the Walnut Creek Court may be
developing an additional staff ability to handle workload of the kind
of volume Bay Court has because of an innovative program it is working
out with the Walnut Creek Police Department. This program would
eliminate duplicate inputting by the court and the police department
on moving violations. This cooperative arrangement between the Walnut
Creek Police Department and the court would free up some staff time
making' it possible for Bay Court to terminate its contract with
DataCom and utilize the Walnut Creek facilities. The county could
realize a significant financial savings.
