BACKGROUND California is situated in an area of increasing seismic activity. With increased population densities along the San Andreas and other active fault lines in the state, many concerns have been raised about the potential for severe loss of life and damage to property in the event of a major earthquake. To address this concern and to promote public awareness of, and preparation for a devastating earthquake, Governor Deukmejian has proclaimed the eightieth anniversary of the 1906 quake, the week of April 14-18 "Earthquake Preparedness Week." The State Office of Emergency Services has organized and is coordinating a statewide Earthquake Preparedness .Campaign, to encourage the public to take action to make their homes, workplaces, schools and neighborhoods damage resistant and earthquake prepared. A number of meetings and earthquake preparedness activities have been planned including distribution of the county and Seismic Safety Commission produced video "It•s Up to You." FINANCIAL IMPACT None CONSEQUENCES IF BOARD TAKES NO ACTION If the Board takes no action, the opportunity will be missed to publicly endorse the idea of Earthquake Preparedness for County residents. Cities may be less likely to make their own proclamations of support, and there may be lessened media exposure to the statewide campaign. WHEREAS, this area is likely to continue to experience earthquakes of damaging intensities in the future; and WHEREAS, emergency preparedness measures taken by this community before, during, and after a damaging earthquake can reduce loss of life, damage to property, ease fears, and lessen confusion; and WHEREAS, with the assistance of the Governor's Office of Emergency Services, volunteer agencies, private businesses, and the federal government, the Contra Costa County Office of Emergency Services will prepare and disseminate materials to inform and educate Contra Costa County employees and residents about earthquake preparedness efforts during the week of April 14-18 and throughout the year: NOW THEREFORE BE IT RESOLVED that the week of April 14-18, 1986 is hereby proclaimed Earthquake Preparedness Week, and all residents are urged to obtain information on what to do before, during and after an earthquake to reduce injuries, loss of life, and property damage; and BE IT FURTHER RESOLVED that County Departments are directed to assist the Office of Emergency Services in its efforts to educate County employees and residents during this special week and that each incorporated city in Contra Costa County is urged to join the County in proclaiming April 14-18, Earthquake Preparedness Week. 1 hereby certify that this Is a true and correct copy of an action taken and entered on the minutes of the Board of Supervi9so'rs-on the date shown. (( � TO: BOARD OF SUPERVISORS 1 Contra FROM: PHIL BATCHELOR, COUNTY ADMINISTRATOR Costa DATE: APRIL 15, 1986 County SUBJECT: EARTHQUAKE PREPAREDNESS AWARENESS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION o Authorize each Department Head to initiate Earthquake Preparedness Awareness through appropriate equipment purchase and staff training for all county employees within their departments. o Authorize the County Administrator to initiate comprehensive earthquake preparedness for the public through symposiums and public education activities. BACKGROUND The recent increase in seismic activity has caused earth scientists to suggest that the small quakes are a precursor to the predicted great - quake. Because employees spend almost one-third of their life at work, the chances are good that the quake will occur when they are at work. Therefore, it should be county policy that each department be mandated to take reasonable steps to provide minimum precaution that will allow employees to reduce potential life loss and minimize disruption to service and facilities. FINANCIAL IMPACT The basic survival kit for each facility will cost less than $100.00 per unit.
