Direct the County Administrator to obtain copies of the San Francisco and Los Angeles ordinances establishing their respective Human Relations Commissions for review by our Committee. 2. Direct the County Administrator in cooperation with the Sheriff-Coroner, Social Services Director, and other appropriate departments, to outline a possible statement of role, authority, and responsibilities for a County Human Relations Commission, and a listing of proposed membership for such a Commission, and return his report to our Committee on May 12 at 10: 30 A.M. BACKGROUND: On February 25, 1986, the Board referred to our Committee the feasibility of reestablishing a countywide Human Relations Commission. Subsequently, the Board, on April 1, 1986, referred to our Committee a number of letters from various organizations indicating their support for the establishment . of such a Commission. Our Committee met with a number of these representatives, including Assistant Sheriff Warren Rupf and Concord Police Chief George Straka, on April 14, 1986. The general consensus of those present was that the County needs to have a Commission which can assist the County in moving toward racial harmony while respecting racial and cultural differences. It was noted that representatives from schools had not been invited to attend this meeting and that school representatives, and particularly students, should be a part of any countywide Human Relations Commission. It was also generally agreed that such a Commission can serve a valuable role in establishing a dialogue and improving communications between the community and various elements of government. While some members of the audience advocated a strong Commission which would have the power to subpoena and could investigate complaints of civil rights violations, or other similar problems, others indicated that reestablishing open communications was more important than how much authority such a Commission might have. Our Committee agreed to meet again on May 12 at 10: 30 A.M. In the meantime, our Committee is recommending that the County Administrator be directed to obtain the San Francisco and Los Angeles ordinances and prepare a proposed statement outlining the role, responsibilities, and authority such a Commission might have, and what membership it should include.
