SUBJECT: Video Alliance
SPECIFIC REQUEST(S) OR RECOMMENDATION(.S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Approve of a grant of $2,250 from the Community Access Trust
Fund to the Video Alliance to cover specified expenses of
the Alliance for the next six months in accordance with the
attached budget which is incorporated into this report by
reference.
2 . Authorize the Director of General Services to continue the
present arrangements allowing the Video Alliance to use the
County-owned facilities at 1236 Escobar Street, Martinez,
through October 31, 1986.
3 . Request the Director of General Services to explore the
availability of other County-owned space which would be
suitable for the medium and long-range needs of the Video
Alliance, with particular emphasis on the use of the "old
jail" , and report his findings and recommendations to the
Board of Supervisors.
BACKGROUND:
In previous actions of the Board of Supervisors, the Video
Alliance was created as a consortium of cable operators, local
government representatives and independent producers who are
active in the field of community access cable television. In
November 1983, the first general Consortium Proposal for a Video
Alliance was accepted by the Board, and its first organizational
grant was received in February 1984. In March 1985, the Video
Alliance was recognized by the Board of Supervisors for its
outstanding organizational work in:
A. completing a Directory of Video Resources for
Contra Costa County, the first project of its kind to
be published;

B. acquiring matching funds from the Cowell Foundation of
San Francisco for the purchase of an off-line video
editing system;
C. publishing the VIAduct, a monthly newsletter for the
video community of Contra Costa County;
D. establishing a network of active representatives from
cable operators, municipal governments, Supervisor' s
representatives, the County Office of Education, the
County Library System, and independent producers, who
organized themselves under comprehensive bylaws to
operate under the umbrella of the Contra Costa Alliance
for the Arts.
In the past year, the Video Alliance has been successful in
several other accomplishments, the most notable of which are:
A. spearheading the Community Access Booth at the
County Fair, a project in which Viacom Cablevision,
Televents Community Television Network, Concord TV
Cable, and United Artists Cable Systems jointly
participated;
B. launching Contra Costa Television (CCTV) , a cooperative
effort between community access coordinators from the
companies mentioned above, who carry simultaneous
programming one night per week through distribution
services provided by the County Office of Education,
Educational Media Services (E.M.S. ) .
In November 1985, the Board of Directors of the Contra Costa
Alliance for the 'Arts voted unanimously to support the Video
Alliance in its efforts to become an independent, public-benefit,
nonprofit corporation. In view of the growing importance of
community access cable television in Contra Costa County, it was
determined that an independent organization along these lines
could best serve the needs of the video community.
Our Committee met with representatives of the Video Alliance on
April 14 and reviewed their proposed budget, a copy of which is
attached. We believe that allocation of the requested $2,250,
along with efforts to locate more adequate space for the Alliance
will further the Board' s goals of establishing a truly viable
community services Cable TV system in this County and we,
therefore, make the above recommendations.
