M TO: BOARD OF SUPERVISORS FROM: Mark Finucane, Contra Health Services Director Costa DATE: March 31, 1986 SUBJECT: Hazardous Materials Specialist Positions SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECORTMATIONS: Classify two (2) 40/40 Hazardous.Materials Specialist positions. FINANCIAL IMPACT: Assuming first step permanent appointments are made from the recently promulgated eligible list, the gross salary costs will be approximately $4716/month.. However, these costs are offset 100% by fees for the ser- vices provided pursuant to County Ordinance. BACKGROUND/REASONS FOR RECOMMENDATIONS: In recent years, public concern for the handling and disposal of hazardous wastes has been on the rise. The Health Services Department has received an increasing number of requests for services in this program area. In addition, upcoming implementation of AB2185 will broaden County regulatory authority in the hazardous waste generator inspection program to include the production streams in these facilities as well as inventory disclosure, evaluation, risk assessment and verification. Establishment of these two new positions will assist the Departmental response to these new demands, and allow currently required inspections of hazardous waste generators and under- ground tanks storing hazardous materials. Appointees will also assist with emergency responses to hazardous materials spills during and after working hours. CONSEQUENCES OF NEGATIVE ACTION: Failure to establish the positions as requested will inhibit the Depart- ment's ability to respond to current and increasing demands for service in program areas of great public concern. It will also impede enforcement of AB2185 relative to County involvement in inspecting facilities using, storing, generating, handling, transporting and disposing of hazardous substances.
