THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 4, 1986 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson and Powers
NOES: None
ABSENT: None
ABSTAIN: None

SUBJECT: Application 2644-RZ filed by Four Winds Reirement
Community Project, Clayton area
This being the time for hearing the recommendation of the
County Planning Commission with respect to the application filed by
Four Winds Retirement Community Project (applicant & owners) for
approval of a Preliminary Development Plan and to rezone approxima-
tely 11 .58 acres from General Agricultural District (A-2) to Planned
Unit District (P-1) .
Harvey Bragdon, Assistant Director of Community
Development, described the property site and advised that an
Environmental Impact Report was prepared for the project under
County File 2464-RZ, which adequately addressed impacts associated
with this project and that the County Planning Commission found that
the Environmental Impact Report prepared for 2464-RZ applicable,
complete and in compliance with CEQA, State and Local guidelines.
Mr. Bragdon advised that the Planning Commision recommends
approval with 59 conditions.
The Chair declared the hearing open, and the following
persons appeared in favor of the project:
Dale Adams, 1738 Grant Street, Concord, Attorney for
applicant, advsied that the Four Winds group, consisting of 32 fami-
lies, had purchased the subject property in April of 1980 to build a
retirement home for themselves, and had been attempting since that
date to receive permission to proceed with their retirement
project.
T. M. Yang, 2310 English Court, Walnut Creek submitted
a written overview of the proposed project

Ken Malmborg, 8100 Marsh Creek Road, Clayton, neighbor
Robert Mixson, 1079 Springfield Drive, Walnut Creek, one
of the owners

in project, but appearing on behalf of the 32 owners
Helen Allen, Rolen Court, community leader from Clayton

project:

The Chair read the following speakers cards:

Julie Gilchrist, 5560 Southbrook, Clayton, in favor
Dale Adams appeared in rebuttal and addressed the concerns
of those appearing in opposition.
There being no one else who wished to testify, the Chair
declared the hearing closed.
Supervisor Torlakson commented on the inappropriateness
of this project on the property proposed. He commented on the
question of growth management and questioned if the necessary
infrastructure was provided for.
Supervisor Fanden commented that this project was not
infilling, and that it did not appear to be good or compatible
planning.
Supervisor Schroder commented that he was pleased with the
innovative concept and that the application was a unique, honest,
forthright development plan and in the right place. He stated
that he felt that the development addresses environmental and scenic
concerns and would have less impact on the area than a traditional
single-family residential subdivision.
Supervisor Schroder moved to approve the application and
to introduce the rezoning ordinance. Supervisor McPeak seconded
the motion.
Supervisor Torlakson requested time to explore the growth
management question and to determine if proper consideration had
been given to provision of the infrastructure, as well as to review
the compatability of the proposed project to the area.
Supervisor Powers advised that he would like to visit the
site one more time and to review the other information. He
requested that the motion be withdrawn and the matter be placed on
the determination agenda for March 18, 1986 .
Supervisor Torlakson requested staff to obtain the
City of Concord staff analysis for the Board' s review prior to that
time.
IT IS BY THE BOARD ORDERED that decision on the above
application is DEFERRED to March 18, 1986 at 9 :00 a.m.
