SUBJECT: Request MTC Amend the 1986-90 TIP to add the
City of Antioch's Hillcrest Avenue Bridge Project

RECOMMENDATION
Approve the City of Antioch' s request to include the Hillcrest Avenue Bridge - PW386 in the
current Transportation Improvement Plan (T. I.P. ) and request the Metropolitan Transportation
Commission (MTC) amend the 1.986-90 TIP as adopted September 27, 1985 to include Antioch' s
bridge replacement project.

REASONS FOR RECOMMENDATION/BACKGROUND
Caltrans has indicated that bridge replacement projects are now required to be included in
the TIP prior to allocating federal funds for construction. The City of Antioch has
requested by their February 5, 1986 letter that the Hillcrest Avenue Bridge be added to the
current TIP. They plan to advertise the project by June 198E so that construction can
begin in the Fall of 1986.
The bridge is located on Hillcrest Avenue over the Contra Costa Canal . The existing
reinforced concrete bridge was constructed in 1937 and is 60 feet long and 28 feet wide.
It consists of guard rails, reinforced concrete abutments and a 24 foot roadway.
The new reinforced concrete bridge will be 60 feet long and 94 feet wide. It will include
two 6-foot sidewalks and an 80-foot roadway.
The estimated cost of the new bridge is $51.5,000 of which 80% ($412,000) of the funds will
come from the 1985-86 Federal Highway Bridge Replacement and Rehabilitation Program. The
remaining 20% ($103,000) will be funded by the City of Antioch.
CONSEQUENCES OF NEGATIVE ACTION
If the 1986-90 TIP is not amended the funds for this project will not become available until
October of 1986. The bridge construction would then be delayed to May 1987.
