SUBJECT: TEMPORARY EMPLOYEES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
Authorize the Personnel Department and Auditor-Controller to
accrue, effective retroactive . to March 1, 1986, for the period
July 1 , 1983 to December 20 ,1985, the equivalent of vacation
and sick leave benefits in accordance with the attached chart and
State regulations, to former temporary Senior Citizen Aides now
employed as Senior Service Aides; also authorize direct payment
for vacation benefit equivalent to former temporary employee
Myrtle Merrell of $84. 96, as shown on the attached chart.
II . REASONS FOR RECOMMENDATION:
Both Federal and State regulations governing the Senior
Community Employment Program state that comparable benefits
be paid Title V enrollees and other agency employees. State
regulations which are utilized to monitor this County' s
compliance stipulate . that specific types of vacation credits
be accumulated for Title V enrollees. Further, the State.
has advised the County that temporary Title V enrollees must
accrue and be compensated for vacation and sick leave
benefits.
The former Senior Citizen Aide classification in which these
employees were with many Title V employees in non-permanent
status did not enable this Department to fully comply with the
complexities of the regulations described above. New classes
adopted in December, 1985 enabled permanent status.
Employees now are able to accrue benefits on a pro-rated
basis. The accruals requested are for the period July 1 , 1983
to December 20, 1985.

III . FINANCIAL IMPACT
The equivalent of vacation and sick leave benefit for Senior
employees will total 562. 3 hours vacation and 562. 3 hours sick
leave. Direct cash payment will be made to the temporary
employee (Merrell) who has since terminated.
IV. CONSEQUENCE OF NEGATIVE ACTION
The former Senior Citizen Aide classification did not allow
this Department to comply fully with applicable State and
Federal regulations and may .jeopardize future funding from
the California Department on Aging.
