THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on March 25 , 1986 , by the following vote:

SUBJECT: Cooperative Agreement with Cities of Pleasant Hill and
Concord relating to traffic circulation on Willow Pass
Road, and Concord Avenue east of I-680
Supervisor McPeak advised that she had met with represen-
tatives of the Cities of Pleasant Hill and Concord with respect to
traffic circulation issues affecting the area between Willow Pass
Road and Concord Avenue east of Contra Costa Boulevard and I-680.
Supervisor McPeak further advised that there have been
several understandings reached with respect to solving these traf-
fic issues and submitted a written summary with respect thereto, a
copy of which is attached hereto as Exhibit A.
As recommended by Supervisor McPeak, the Board hereby
RATIFIES the understandings reached with the cities of Pleasant Hill
and Concord relating to solving traffic circulation problems on
Willow Pass Road and Concord Avenue east of Contra Costa Boulevard
and I-680 , and AUTHORIZES a letter to be sent to the cities thanking
them for their cooperation in this matter.

COOPERATIVE AGREEMENT REACHED ON LONGSTANDING ISSUES
Representatives of the Cities of Pleasant Hill and Concord and the County of
Contra Costa have reached agreement on a number of longstanding issues which
have affected the solving of common traffic and transportation problems. Some
of these issues have been under discussion since 1983.
The agreement was hammered out following a number of intense meetings of a team
consisting of two Councilmembers from Concord - Mayor Ron Mullin and
Councilmember Steve Weir; two Councilmembers from Pleasant Hill - Councilmember
Paul Cooper and Councilmember Lou Weldon; and Supervisor Sunne McPeak from the
County. The discussion primarily affected issues in the area between Willow
Pass Road and Concord Avenue east of Contra Costa Boulevard.
The first issue agreed to was for a new signalized intersection on Willow Pass
Road, half way between Contra Costa Boulevard and I-680, opposite Sears which
provides a new, safer entrance to the Pleasant Hill Manor subdivision. This
has represented a longstanding request from the residents of the subdivision.
The second area of agreement is the detachment from the City of Concord of a
land-locked eight acre parcel within the Ellinwood Project which will be
annexed to the City of Pleasant Hill . Settlement of these two issues was of
the utmost concern to the City of Pleasant Hill.
Discussions also took place regarding a new over-crossing of the freeway
between Concord and Pleasant Hill at Galaxy Way, on and off-ramps on either
side of I-680 between Galaxy Way and Chilpancingo/Concord Avenue and a flyover
or flyunder structure to carry southbound I-680 traffic destined eastbound in
Concord directly to Concord Avenue.

The agreement reached on these major issues involves both short-range
improvements to be initiated as quickly as possible to assure funds programmed
through CalTrans and long-range improvements to be reviewed by a Traffic
Transportation Study agreed to by the County and the cities of Concord, Walnut
Creek, Pleasant Hill , and Clayton.
The County, Pleasant Hill , and Concord representatives have agreed that the
a
Burnett Avenue on-ramp improvements on the east side of I-680 best mitigate the
short-range traffic issue in the corridor. The 'three jurisdictions will
develop a written statement of approval as the first step in order to meet the
State funding programs.
The long-range improvements including the Galaxy Way overcrossing, possible
additional on-ramps on the west side of I-680 and the flyover or flyunder
structure to take southbound traffic east onto Concord Avenue will be addressed
in a long-range study agreed to by all five jurisdictions. This study will
either be incorporated into or coordinated with the longer-range Transportation
Study proposed earlier this week by the Mayors of Concord, Pleasant Hill ,
Walnut Creek and Clayton. Following completion of the study, the cities and
the County can jointly develop an agreement for the long-range improvements
required.
The three participating jurisdictions acknowledge that this exercise in
inter-governmental relations was very rewarding in that it demonstrated that it
,is possible to work together in providing a basis for solving common problems.
