SUBJECT: Designation of Steering Committee for
General Plan Update
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Appoint a Steering Committee for the General Plan Update
consisting of the organizations on the attached sheet.
2. Direct the Director of Community Development to contact each
organization requesting that they nominate a representative
within the next two weeks for review by the Internal.
Operations Committee and subsequent appointment by the Board
of Supervisors.
3 . Approve as a charge to the Steering Committee the tasks
outlined on the attached page.
4 . Leave this matter on referral to our Committee until all
individual representatives have been nominated.
BACKGROUND:
Our Committee was asked to recommend membership for a Steering
Committee which would supervise the General Plan update on a
countywide basis.
On March 24, 1986, our Committee met with Tony Dehaesus and
Harvey Bragdon as well as Leslie Stewart from the League of Women
Voters. We considered the suggested composition from the report
approved by the Board on December 17, 1985 as well as additional
recommendations made by various organizations in the meantime.
As a result, we have prepared the attached listing of
organizations which should be invited to nominate a
representative to serve on the Steering Committee.
It is obvious from the size of the Steering Committee that much
of the detailed work will need to be done in subcommittees, or
technical advisory committees. Their composition should be left
to the judgment of the Steering Committee as they begin working
through the tasks they have been assigned.

We have also recommended a charge to the Committee which is
included as an attachment to this report, and urge the Board to
move ahead with designation of the organizations to be
represented on the Steering Committee. As soon as all
organizations have nominated their representatives, our Committee
would like the opportunity to review those names and submit a
final report on this subject to the Board for actual appointment
of the Committee members.
STEERING COMMITTEE FOR GENERAL PLAN UPDATE
The Mayor, or another representative designated
by the City Council, of each city in the County
One representative of the unincorporated area of
Supervisorial Districts 1, 3, and 4, nominated
by the Supervisor from that district
Two representatives of the unincorporated area
from Supervisorial Districts 2 and 5 to be
nominated by the. Supervisor from that district

Mt. Diablo Audubon Society
The Sierra Club
The Greenbelt Congress
The League of Women Voters
Citizens for a Better Contra Costa County
The American Association of University Women

The Building and Construction Trades Council
The Contra Costa County Farm Bureau
The Cattlemen' s Association
The Chambers of Commerce

CHARGE TO THE STEERING COMMITTEE
ON THE
GENERAL PLAN UPDATE
OVERALL GOAL•
To provide a revised County General Plan which will update
and bring together the various elements of the General Plan into
one consolidated set of documents directing County growth through
to the next century.
AREAS OF PRINCIPAL CONCERN:
1. Preparation of an update to the County General Plan.
2. Development of a countywide growth plan that will suggest
performance parameters for the General Plan.
3 . Coordinating area planning. A process should be addressed
that will promote effective planning in all areas of the
County and will take into consideration the unique
characteristics that may be attributable to specific areas
of the County.
ISSUES TO BE ADDRESSED:
The following issues need to be addressed by the Steering
Committee:
1 . The need for coordination of growth policies between the
County and the cities, especially coordination of land use
and transportation planning, bearing in mind that such
planning must operate within the existing General Plans of
the cities, the amendments to those General Plans, and with
the understanding that development projects which have
already been approved are to be taken as an accomplished
fact.
