Adopt the attached resolution calling on the President of the United States to join the Soviet Union in a mutual and verifiable suspension of nuclear testing and calling on this County' s Congressional Delegation to support legislation that would enact a moratorium on nuclear testing. 2. Remove this item as a referral to our Committee. BACKGROUND: On February 25, 1986, the Board referred to our Committee a letter from Suzanne Stoddard, Co-Coordinator of the Contra Costa County Nuclear Weapons Freeze, asking the Board of Supervisors to adopt a resolution on this subject. On March 11, 1986, the Board referred to our Committee a letter from the Mt. Diablo Education Association endorsing the proposed resolution. On March 24, 1986, our Committee met with Ms. Stoddard and Mary McNaughton from the Nuclear Weapons Freeze. Ms. Stoddard summarized the reasons why the Board should adopt the resolution as outlined in their letter to the Board. Our Committee agrees with the Nuclear Weapons Freeze. that adoption of such a resolution is appropriate and, therefore, urge the Board to adopt the attached resolution. Diablo Education Association PHIL BATCHELOR, CLERK OF THE BOARD OF Congressional Delegation SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY )dl-� DEPUTY THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 25, 1986 by the following vote: AYES: Supervisors Fanden, Schroder, Mc Peak, Torlakson, Powers NOES: None ABSENT: None RESOLUTION NO. 86/151 ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: NUCLEAR TESTING WHEREAS a nuclear war would result in death, injury, and disease on a scale unprecedented in human history; and WHEREAS spending for the arms race is contributing to record budget deficits that threaten our nation' s economic security while programs providing essential assistance to communities throughout the country are being cut back; and WHEREAS a ban on nuclear testing would promote the security of the United States by constraining new developments in the U.S.--Soviet nuclear arms competition and by strengthening efforts to prevent the. spread of nuclear weapons to non-nuclear countries; and _ WHEREAS a ban on nuclear testing would be a concrete and easily achievable step towards a complete halt and deep reductions of ever-expanding nuclear arsenals; and WHEREAS a ban on nuclear testing can be verified with high confidence by a worldwide network of seismic monitors, satellites and other verification technology operated by the United States and other nations; NOW, THEREFORE, BE IT BY THE CONTRA COSTA COUNTY BOARD OF SUPERVISORS RESOLVED that the Board calls upon the President of the United States to immediately respond to the Soviets' unilateral halt of testing by joining them in a mutual and verifiable suspension of testing and reversing the arms race. BE IT FURTHER RESOLVED that the Board of Supervisors also calls upon the members of this County' s Congressional Delegation to support legislation that would enact a moratorium on nuclear testing, to be continued as long as the Soviets do not test.
