Authorize Housing Authority staff to submit d 1086 Comprehensive Improvement
Assistance Program (ClAP) Application, in accordance with the funding priorities
previously adopted on February lQ, 1385, should HUD funds beCn08 available, as
recommended by the Advisory Housing Commission.

available, the Housing AUthVritv of the County Of Contra Costa would apply, on d
competitive basis for funds to continue the modernization of its older public
housing units. |

III. REASONS FOR RECOMMENDATION/BACKGROUND: �
The CIAP program is one which would be :elimiDdted or sharply reduced by the
proposed federal bUdgSt. recissioOs and deferrals for HUD programs totalling $6.7
billion out Of the nearly $10 billion appropriated for Fiscal Year 1986.

The immediate result Of these p0sS i0ns and deferrals is that HUD has
not requested applications from housing authorities for the 1986 CYAP program. In
fact, no funds may be available this year. However, there is a possibility that the
United States Congress will not approve the Administration's proposed r2C15sions and
deferrals. Should this happen, some CIAP funds might become available later this
year. Since the f2derall fiscal year is almost six months old, therr2 will not be
much time for HUD to permit housing authorities submit CIAP applications.
At its Regular Meeting OD March 17, 1986, the Advisory Housing Commission
recommended aUthUriZin HUusiOg Authority staff to submit d 1986 CIAP Application to
HUD, in DCCOrdaMc8 wit preViOusly established fundiMg' pri0riti25 and with the
understanding there needs to be some flexibility for the staff to be able to respond

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize the submission Of a
1988 Comprehensive Improvement Assistance Program (CIAP'� Application to HUD* and
funding becomes available, Housing Authority staff would not be in a position to
submit an application VD� a timely basis and would be unable to compete for federal
funding to continue the modernization Of older public housing units.
