SUBJECT: Approve Testimony on Flood . Control Projects for Presentation to
Congressional. Committees, Countywide.
The Chief Engineer having submitted prepared statements for presentation to
Congressional Appropriation Committees on selected flood control projects,
IT IS BY THE BOARD ORDERED, as the governing body of the Contra Costa County
Flood Control and Water Conservation District, that said statements, as attached
hereto, are APPROVED.
IT IS FURTHER ORDERED that Supervisor Powers is REQUESTED to present the
flood control projects" statement as the County's representative of the California
Marine Affairs and Navigation Conference.

CONTRA COSTA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT
IN SUPPORT OF
PUBLIC WORKS APPROPRIATIONS FOR
FISCAL YEAR 1986-87
FOR THE
WALNUT CREEK PROJECT
AND THE
WILDCAT - SAN PABLO CREEKS PROJECT
TO THE
U. S. HOUSE OF REPRESENTATIVES
COMMITTEE ON APPROPRIATIONS, SUB-COMMITTEE ON ENERGY
AND WATER DEVELOPMENT

SUMMARY
Mr. Chairman and Members of the Committee:
We, the Contra Costa County Board of Supervisors, would like to express
the appreciation of Contra Costa County for the accomplishments made possible
by your Committee',,Is past appropriations for flood control projects which have
had far-reaching ;benefits to the people of this County. Today we offer
testimony in support of appropriations for Fiscal Year 1986/87 on the
following two projects:
Construction, Walnut Creek Project
We support the proposed budget amount of $11 ,100,000 to continue this
project. This amount will allow the completion of construction on the San
Ramon Bypass Project and the completion of construction on the Upper Pine
Creek Project. These two creeks are major tributaries to Walnut Creek.
During the recent heavy rains in California the improvements already
constructed by the Corps of Engineers have shown the tremendous value of
this program to our community.
Construction, Wildcat/San Pablo .Creeks
We support the budgeted amount of $4,000,000 to com complete the project

construction which will begin this year. Flooding from these creeks occurred
again this year. The area flooded sorely needs rejuvenation. However, this
cannot occur until we solve the continual flooding problem. The County
Flood Control District, in cooperation with the U.S. Army Corps of Engineers,
and environmental] groups, interested agencies, and the local community has
developed a "consensus plan" of improvements for these creeks. The plan is
equivalent to the authorized project in terms of capacity, and provides for
salt marsh enhancement and regional recreational opportunities. The local
community is solidly behind the .project including providing the local share

cost. Further, the environmental impacts will be fully mitigated and the
mitigation measures are acceptable to all concerned.
