Spooner, Contracts Administrator Costa DATE: March 13, 1986 COU* SUBJECT; Approval of Novation Contract 424-351-3 with V(�r 'l�/ La Cheim Residential Treatment Centers SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Novation Contract # 24-351-3 with La Cheim Residential Treatment Centers in the amount of $184,000 for the period November 11 1985 through June 30, 1986, for start up and. operation of a six-bed residential treatment program for mentally and emotionally disturbed adolescents (including provision for an automatic six-month extension from June 30, 1986 through December 31, 1986, in the amount of $125,000) . II. FINANCIAL IMPACT: This contract is funded in the Alcohol/Drug Abuse/Mental Health Division Budget by the new State Short-Doyle mental health augmentation money that the County has . received from the State Department of Mental Health for FY 1985-86, as follows: $161,100 - State Short-Doyle Funding 17,900 - County Matching Funds 51000 - Security Deposits (County Asset) $184,000 - Contract Payment Limit III. REASONS FOR RECOMMENDATIONS/BACKGROUND: Children's mental health clinics have long waiting lists of adolescents in need of residential treatment . In a county the size of Contra Costa, a minimum of 18 resi- dential beds is needed to serve severely disturbed adolescents. There are four residential beds currently available. This Novation Contract provides for the start up and operation of a six-bed treatment facility in Contra Costa County. Presently, the majority of disturbed adolescents must be sent to Napa State Hospital. Approval of the La Cheim Residential Treatment Centers Contract will reduce our utilization of Napa beds which is currently the highest per capita in the State. It will also provide residential treatment in the community closer to the families, and should enable the adolescents to return home in a much shorter period of time than if sent to Napa State Hospital. This Novation Contract 424-351-3 replaces the Interim Contract 424-351 that was approved by the Board on October 29, 1985, and also replaces the subsequently approved Contract Extension Agreements 424-351-1 and #24-351-2 which extended the Interim Contract through March 31, 1986.
