Bradford Cwtra Veterans Service Officer 4io CO%-)tc2 DATE March '25, 1986 County SUBJECT: AUTHORIZE CHAIRMAN TO EXECUTE CONTRACT PROVIDED BY ASSEMBLY BILL 1335 RELATING TO A TWO-YEAR STUDY REGARDING VETERPNS AND SPOUSES IN NURSING HOMES I SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize Chairman to execute contract between Contra Costa County Veterans Resources Center and the State of California, Department of Veterans Affairs, to implement Chapter 988, Statutes of 1985, AB 1335 (flute) for a two-year study to survey veterans or survivors receiving hospital., nursing home, or domiciliary care in Contra. Costa County. The contract is effective .January 1 , 1.986 to January 1, 1988. FINANCIAL IMPACT: There are no additional county funds required. This bill should save the county money inasmuch. .a.s veterans could be receiving funds from the Veterans Administration instead of Medi-Cal.. The total amount payable over two years by the state for this contract shall not exceed $83,377. For the balance of 1985-1986 it is estimated to be $19;848. BACKGROUND: Assembly Bill 1335 directs the California Department of Veterans Affairs to contract with the Counties of Contra Costa, Riverside and Sonoma for a two-year study by the County Veterans Service Officer of the veterans in the county receiving hospital, nursing home cr domiciliary care and to transmit information on each veteran to the Veterans Administration so that the VA may provide contributions toward these veterans' care. The total savings to the county over the duration of this contract will be in the thousands of dollars. Many of our county's aging World War II veterans and spouses are going into nursing homes at a monthly rate of $2,000+ a month. Before long the family savings are exhausted and Medi-Cal must take over. The Veterans Administration will pay $784 a month toward 'these expenses, but many families and veterans are not aware of this. This contract will allow the Veterans Resources Center to hire a person . to contact the .nursing homes and .do the necessary.-.papet raorks! Ernest E.
