BACKGROUND: Under current State law amounts paid for the In-Home Supportive Services Program (IHSS) are paid 100% by the State and Federal governments up to the limit of available federal funds. To the extent that eligible program costs exceed the federal funds and State-matching funds, the State has made additional State funds available, but has capped State costs at $263 ,000, 000. Counties must pay 10% of any expenses the program incurs beyond the capped State funds. Counties, however, have little flexibility or control under State regulations and must provide the level of services required under State law. Counties have long felt it was singularly unfair to be required to administer a program with essentially open-ended costs in a situation where both the Federal and State governments not only can, but have, capped their financial commitment to the program, leaving the county with a match for a portion of the costs over which they have essentially no control. As a result, Assemblyman Hauser has introduced AB 2923 which repeals the county matching requirement and the State cap. Instead, AB 2923 says: "Funding for the in-home supportive services under this section shall qualify, where possible, for the maximum federal reimburse- ment. In the event that those services are determined to be ineligible for federal financial participation, or to the extent that federal funds prove inadequate, the state shall provide funding for services under this section. The Social Service Department estimates the county cost for the 1985-86 fiscal year, which will have to be budgeted in the 1986-87 County Budget, at $405,000. Passage and approval of AB 2923 by the Governor will save the County at least this amount each year. As a result, it appears appropriate for the Board of Supervisors to support AB 2923 .
