RECOMMENDATION•
Adopt a position of support for Senate Concurrent Resolution 66
by Senator Torres.
BACKGROUND:
As is indicated in the attached copy of SCR 66, various chemical
agents react violently to water causing explosions which result
in hampering fire fighting activities. At the same time, there
are special fire protection systems that may be effective in
extinguishing fire which involves water reactive chemicals.
Senator Torres has introduced SCR 66 which requests the State
Fire Marshal and the State Board of Fire Services to study the
hazards caused by water reactive chemicals, and the feasibility
of requiring businesses to provide built-in fire protection
systems which are compatible with water reactive chemicals. The
State Fire Marshal and State Board of Fire Services are asked to
report their findings and recommendations to the Legislature by
January 1 , 1987 .
In view of the fact that this problem is the subject of a
resolution forwarded by the Board to CSAC last fall, it is
appropriate for the Board to support Senator Torres' resolution.

This measure requests the State Fire Marshal and the State
Board of Fire Services to study the hazards caused by
water-reactive chemicals and related matters and to report
their findings and recommendations to the Legislature no
later than January 1, 1987.

10 Resolved by the Senate of the State of California, the
11 Assembly thereofconcurring, That the State Fire Marshal
12 and the State Board of Fire Services are requested to
13 study the hazards caused by water-reactive chemicals
14 and the feasibility of requiring businesses to provide
15 built-in fire protection systems compatible with
16 water-reactive chemicals or other protective chemicals
17 and to report their findings and recommendations to the
18 Legislature by no later than January 1, 1987; and be it
19 further

1 Resolved, That the Secretary of the Senate transmit .
2 copies of this resolution to the State Fire Marshal and the
3 State Board of Fire Services.
