HomeMy WebLinkAboutMINUTES - 03181986 - X.12 - X. t • 't TO: BOARD OF SUPERVISORS Contra FROM: Supervisor Tom Torlakson Costa DATE: March 18 , 1986 `-""'" '•1 SUBJECT: DELTA LEVEE MAINTENANCE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Water Committee the issue of levee maintenance in the Delta and request the legislative support of our local delegation in addressing this issue as recommended below and send a letter of urgent concern to the Governor. BACKGROUND INFORMATION: On Monday, March- 10, 1986, the Delta Planning Advisory Council (DAPC) received a report on the extensive - flood damage from the recent storms from the Department of Water Resources. i I expressed the frustration and impatience of the Delta Planning Advisory Council over the fact that the State of California has done very little to address the issue of levee maintenance in the Delta. If the State of California had .begun implementation of the Delta Emergency Task Force Report and DAPC' s suggestion of the establishment of an intermediate program to provide an infusion of funds to Delta levee maintenance, much of the $20 million to $30 million storm damage to Delta levees could have been avoided. I feel the "procrastination" and delays regarding Delta levee maintenance represents extremely poor planning. The status quo is ridiculous. An on-going maintenance program would be much more cost effective than pouring millions of dollars into repairing levee breaks and pumping out flooded farmlands. I made a motion to vigorously reaffirm DAPC's previous request that Governor Deukmejian and the State Legislature make the State of California the lead agency in a comprehensive Delta levee plan outlined by the Army Corps of Engineering and the Delta Emergency Task Force of 1982. On a more immediate basis, I moved that prompt action be taken to establish an intermediate program on the order of $15 million per year. $5 million should come from gas tax and highway revenues;with the justification that great risks exist to Highway 160, Highway 12, and Interstate 5 as well as to numerous county roads through the Delta. The fact that Interstate 5 was closed by the recent storms serves to emphasize this point. The other $10 million should come from general revenues from the State or from t�he Tidelands Oil funds appropriated for this purpose. DEPUTY Delta Levee Maintenance March 18, 1986 Page TWO Furthermore, I recommended that DAPC at its next meeting explore potential revenue sources to assist with building this fund such as a user surcharge on water agencies that rely on delivery of water through Delta channels and additional fees for fishing and boating licenses. The state agencies talk a lot about preservation of the Delta and levee maintenance during crises such as in the recent storms, but seem._ to accomplish very little during the year between crises.
