HomeMy WebLinkAboutMINUTES - 03181986 - WC.1 LA) C � TO: BOARD OF SUPERVISORS FROM: WATER COMMITTEE DATE: MARCH 10,' 1986 SUBJECT.: H.R. 31.13 - COORDINATED OPERATIONS AGREEMENT LEGISLATION Specific equest s or Recommendation(s) & Background ust ication RECOMMENDED ACTION AUTHORIZE Chair to ;sign a letter from the Board to the California Council for Environmental & Economic Balance requesting continued support for H.R. 31.13 as approved by the House of Representatives. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND H.R. 311.3 authorizes federal execution of the Coordinated Operations Agreement which would require that the Central Valley Project be operated in coordination with the State Water Project. The version of H.R. 3rI3 that was approved by the House of Representatives also had a provision in it which requires the Central Valley Project to operate in accordance with water quality' standards established by the State Water Resources Control Board. These provisions were deleted from the bill in order to obtain Senate vote. The bill is scheduled for conference committee where it is important that the provisions deleted by Senate be amended into the final bill . The County supported H.R. 3113 as it was approved by the House. The California Council for Environmental & Economic Balance has been leading the Ad Hoc Water Group which reached a consensus on the Coordinated Operations Agreement. The Committee for Water Policy Consensus participated in the Ad Hoc Water Group. I`t is appropriate for the Board of Supervisors to encourage organizations to support efforts to see that the language concerning federal operation of the Central Valley Project in compliance with state standards, be re-included in any version of H.R. 3113 passed by Congress. As you know, H.R. 3113 has been approved by the House of Representatives, but key provisions of the bill were deleted in order to obtain approval in the Senate. The bill is now scheduled for conference committee where it is hoped that the deleted provisions concerning the requirement that the Central Valley, Project be operated in conformance with state standards, will be amended back into the bill . As the Chair of the Ad Hoc Water Group which represented many diverse interests which arrived ',at a consensus concerning the Coordinated Operations Agreement and H. R. 3113, your continued support is critical . The Coordinated Operations Agreement, byl itself, is not enough to protect the San Francisco Bay/Delta estuary system. If those provisions are not restored to H.R. 3113, our County will likely oppose the bill . It is important to convey to Congress the importance of the consensus that was developed around H.R. 3113. We hope to continue to work together with your organization on California water issues.
