Accept the forthcoming invitation from Alameda County to meet with other counties to discuss solid waste matters and request representation from the Solid Waste Commission to attend with Board members. 2. Request discussion of the issue of regulation of solid waste imports from other counties at the proposed meeting or future meetings. FINANCIAL IMPACT None REASONS FOR RECOMMENDATION/BACKGROUND At the February 5, 1986 meeting of the Solid Waste Commission, the Commission discussed the action taken by the Alameda County Solid Waste Management Authority (ACSWMA) on January 22, 1986, concerning 'restricting waste disposed at the Vasco Road (Alameda County) Landfill to waste originating in Alameda County. This occurred during the approval hearing concerning the change of location of solid waste disposal for the City of Berkeley from the West Contra Costa Sanitary Landfill to the Vasco Road Landfill . During the discussion, it was noted that some waste from out of county (in particular, Contra Costa County) is probably being received at the Vasco Road site. This would primarily be construction/ demolition waste hauled by individual haulers and possibly a minor amount of waste from individual residents of eastern Contra Costa County (not franchised haulers) . This situation occurs at virtually all landfills, especially those near borders of other counties, such as the West Contra Costa Sanitary Landfill and Acme Fill in our County. There is no doubt that the West Contra Costa Sanitary Landfillrec ives a substantial amount of similar types of waste from other counties, especi lly Alam County. This requirement will be enforced by the Alameda County Health Department as a condition of the landfill 's operating permit. This requirement will have an adverse impact on some Contra Costa County residents and businesses who may; now be using the Vasco Road landfill . It may also result in a request for Contra Costa County to require its landfills to bar imports of waste from construction/ demolition haulers and individuals from other counties. Although this action would preserve some of the remaining capacity in County landfills, the Commission does not think it is possible to enforce or regulate these types of waste, nor is it practical . From the perspective of energy conservation and convenience for this relatively small portion of the wastestream, attempting to regulate these types of haulers is unnecessary. Staff has been informed that the ACSWMA will be shortly sending invitations to Contra Costa County and other Bay Area counties to discuss common regional solid waste matters. It is our understanding that this meeting will be held in March. Since the issue of regulation of imports of soli„d waste is a regional issue, it is appropriate to be discussed at the March meeting or a future meeting of the counties, The Solid Waste Commission is interested in participating in these meetings with the Board of Supervisors.
