HomeMy WebLinkAboutMINUTES - 03181986 - 2.7 2.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March 18, 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, and Powers NOES: Supervisor Torlakson ABSENT: None ABSTAIN: None -------------------------------------------------------------------- SUBJECT: Howden Wind Parks, Inc. et al appeal The Board on March 11, 1986 continued to this time its decision on the appeal of Howden Wind Parks, Inc. , (applicant) and Vacquero Farms Inc. & Antonio and Thelma Souza (owners) , from Board of Appeals decision granting in part the appeal of the Bay Area Green Belt Congress (appellant) by requiring the preparation of an Environmental Impact Report (EIR) before proceeding any further with said appeal from the Zoning Administrator' s approval of Land Use Permit No. 2025-85 requesting approval to establish a wind power electrical generation facitlity, Byron area. Chairman Powers announced that he had been informed that the appellant had indicated it would withdraw its appeal and do an Environmental Impact Report on the entire project, and therefore it would be appropriate to deny the appeal. Supervisor Torlakson advised that he believed that the EIR concerns are covered in the conditions and the issue has been well studied, and that he was prepared to vote against requiring an EIR and thereupon moved to grant the appeal and not require and EIR. The motion was seconded by Supervisor Schroder and failed to carry by the following vote: AYES: Supervisors Schroder and Torlakson NOES: Supervisor Fanden, McPeak and Powers On. motion of Supervisor McPeak, seconded by Supervisor Fanden, IT IS BY THE BOARD ORDERED that the aforesaid appeal is denied. 1 hereby certify that this is a true andconv t copy of an action taken and entered on the r:rhintes of they Board of Supervisors on the date shown.
