Adopted this Order on March 18, 1986 , by the following vote:
AYES: Supervisors Fanden, Torlakson, and Powers
NOES: Supervisors Schroder and McPeak

SUBJECT: Application filed by Four Winds Retirement Community
Project (2644-RZ) to rezone land in the Clayton area
On March 4, 1986 the Board of Supervisors deferred deci-
sion to this date on the application filed by Four Winds Retirement
Community Project (applicant & owner) for approval of a preliminary
development plan and to rezone approximately 11.58 acres from
General Agricultural District (A-2) to Planned Unit District.
Supervisor Powers advised that he has reviewed the pro-
posal, reviewed the site, and found the design of the project to be
innovative. However he expressed reservations with respect to the
32 housing units currently being proposed. He advised that he
believes the project should be scaled down to provide 16 housing
units.
Supervisor Schroder inquired if it is the intent of the
Board to send the proposal back to the Planning Commission and have
it return to the Board as a 16 unit subdivision. He advised that
consideration should be given to visual impact as well as density.
He expressed his belief that the design of the project with 32
housing units would have less impact on the area than a conventional
single-family residential subdivision.
Supervisor Torlakson responded that he did not believe the
topography would lend itself to the development as proposed and that
because of this there would have to be some clustering of units as
well as density transfer. He advised that a scaled down project
would have the least impact on the community and traffic. He
expressed the belief that with a lower density there could be some
compatibility with the General Plan for the area.
Supervisor McPeak advised that she believes the project to
be an appropriate land use. She noted that the County' s Planning
Commission had approved the preliminary development plan calling for
32 housing units.
Supervisor Fanden advised of her thorough review of the
application and expressed her belief that the project has merit and
good ideas but that it is not suitable for the area as proposed.
She adivsed that she did not believe the location to be adequate for
a retirement community since it was on the outskirts of the city.
She expressed concern that the project would impact on the current
infrastructure.
There being no further discussion, IT IS BY THE BOARD
ORDERED that the above application is REFERRED to the County
Planning Commission and Community Development staff for redesign of
the project to a maximum of 16 units.
