C. SS25210. 4a (5) , 56100, 56119, 560309 56800, 567009 56701 , 57082 , 56710, 57077 , 56029, 56844 Art . XIIIB, S3 (a ) ) The Board of Supervisors of Contra Costa County Resolves That : 1 . This Board desires that all "L" county service areas be combined in order to provide more efficient and cost effective street lighting services throughout the County by having one new county service area with a single management structure and operational area throughout the County and in order to more equitably finance the cost of lighting services by a common ser- vice charge structure throughout the unincorporated area of the County after January 1, 1987 . 2. All lighting service areas were formed and have been operating under the County Service Area Law (Gov . C. SS25210. 1 et . seq. ) , and have been subject to Division 1012 of Title 10 ( commencing with 51012-2 . 202 ) of the Contra Costa County Ordinance Code , regarding county service area charges . It is desired that the new consolidated service area operate under the same laws . 3 . This Resolution is a joint Resolution to apply to the Local Agency Formation Commission of Contra Costa County, pursuant to the Cortese-Knox Act (Gov . C. SS56000 et seq. ) , to initiate proceedings for a consolidation of all "L" (lighting) county ser- vice areas in Contra Costa County and for the concurrent establishment of a sphere of influence to accommodate the con- solidation . This proposal is not consistent with existing spheres of the service areas . 4. The exterior boundaries of the service areas proposed to be consolidated are as shown in the Assessor ' s and Public Works Department ' s maps for "L" service areas , as on file and available in the offices of the aforesaid department . 5. It is proposed the name of the new county service area formed upon the consolidation be County Service Area L-100 6. This Board proposes that a condition of the proposed con- solidation be that all county property, other assets , and person- nel used for the service areas to be consolidated be used in the new consolidated service area . 7. Pursuant to Section 3(a ) of Article XIIIB of the California Constitution , this Board hereby agrees and determines that , when the existence of the present "L" service areas ceases upon the effective date of the consolidation , the appropriation limits of all the "L" service areas shall be combined and be transferred to become the appropriation limit of the new con- solidated service area . I RESOLUTION 86/135 8 . This Board hereby adopts this Resolution of Application, declares its intent to approve the proposed consolidation as con- ducting authority of the proceedings for consolidation, and respectfully requests that the Local Agency Formation Commission approve this proposal with the aforenoted conditions and in accor- dance with Government Code SS56839(a ) and 57081 . Pursuant to Government Code Section 56653, the Plan for Providing Services is attached hereto as Exhibit A. Description : Street lighting services will be provided as they currently are , however , they will be provided by one consolidated Service Area . 2 . Level of Service : Street Lighting services will not be changed . Generally , services will continue at the same level as they currently are. 3 . Extension of Services : Street Lighting services are currently being provided to all affected parties within the proposed consolidation . 4 . Required Improvements: No additional street lights or change in services will be necessary as a result of consoli- dation . 5 . Financing : Currently street lighting services are financed through property tax revenues , and/or augmented by a " fee', . The fee is a levy on those residents , property owners , and businesses within the existing boundaries . . This fee makes up for any shortfall from the funds necessary to finance the electric bills for the street light facilities , and a small overhead cost for administering the districts . exha .st rl t .consol RESOLUTION NO. 86/135
