FINANCIAL IMPACT No general fund impact. REASONS FOR RECOMUNDATION/BACKGROUND Historically,, thei State Foundation for Community Service Programming has provided production grants for community access programs. However, recent deregulation of cable companies and provisions of the new federal Cable Communications Policy Act have substantially reduced funding for Contra Costa County community access cable TV programs. Recognizing the need for county leadership, the Board of Supervisors adopted the Community Access Policy in November, 1985. Concurrently, the Board established ,and directed a Planning Committee to recommend a Work Plan for 1) improve the accessibility of Community Access; 2) develop an interconnected Community Access 'system; and 3 ) provide programming support. The Committee report should be completed by summer. In the interim, we have no mechanism to support Community Access programming. Yet, staff has received several inquiries. The greatest need for support is in the area of hard program production costs: post-production editing; purchase .of video tapes; and duplication of tapes. At most, these costs would be less than $504 per program. Given the Board of Supervisors' adopted policy to support Community Access programming, staff recommends a interim grant program with eligibility criteria such as: 1) Subject is oflinterest county-wide or within an unincorporated community; 2) Program will be developed by a Contra Costa citizen, community group or county agency. . 3 ) Program has afcommitment from a cable company for sponsorship for viewing on CCTV; 4) Grants shall be used only for post-production editing, purchase of up to seven video tapes and duplication of tapes; and 5) Grants shall not exceed $500 and shall cover actual costs only. One copy of the program would belong to the County for use at its discretion. The grant program would operate on an interim basis until the adoption of a permanent program by the Board of Supervisors. The Internal Operations Committee would review and approve grant requests. CONSEQUENCES OF NO ACTION Board of Supervisors has adopted a leadership position for Community Access Cable TV in Contra Costa County, stimulating momentum and increased interest in Community Access programming. No action could frustrate and obviate current efforts. I REASONS FOR RECOMMENDATION/BACKGROUND I Adoption of the Federal Cable Communication Act of 1984 and changing circumstances have necessitated an update of Contra Costa County' s Cable Ordinance. Staff from the Administrators Office and County Counsel have developed a. proposed procedure for developing the ordinance and identified issues. REASONS FOR RECOMMENDATION/BACKGROUND The Board of Supervisors coordinated the establishment of the Video Alliance in 198;2. The purpose was to provide a forum for the County, Cities, Cable Companies, and individuals interested in Community Access Cable Television. Video Alliance activities have increased awareness and use of Community Access Television: they initiated CCTV (Contra Costa TV) which broadcasts the same program on 4 cable systems one evening each week; developed! the first- directory of video resources in Contra Costa County; spearheaded the Community Access Booth at the County Fair; and acquired editing equipment for member use through a grant from the Cowel Foundation. The Video Alliance is currently in a transition from status as a committee of the Contra Costa Alliance for the Arts (CCAFTA) into an independent organization. This change was due to a growing divergence between the focus of CCAFTAand the Alliance. Both organizations are in agreement on the need for an independent Video Alliance. With these changes, it is appropriate for! the County to examine current support needs of the Video Alliance on such issues as continued use of CCAFTA House (a County Building) , membership outreach, and operating expenses.
