20% Program planning, Coordination and Evaluation
A. In consultation with MCAH Director, develop Program objectives and
monitor accomplishment of same.
B. Plan and implement coordination efforts with Social Services,
Medical Care Division, Public Health Nursing, etc.
C. Act as a consultant and resource person to PHN's private
and public medical CHDP providers and appropriate school
personnel regarding the CHDP Program.
D. Work closely with PHN's of the EPSDT supplementary unit to assure
efficient and timely delivery of CHDP-EPSDT services.
E. Responsible for the preparation of the CHDP-EPSDT annual Program
Plan and monitor progress of same.
F. Overall responsibility for the preparation of Program reports and
the evaluation of Program goals and objectives in consultation with
MCAH Director.
G. Review Program statistics and reports and define priority areas.
H. Provide support to the MCAH Advisory Board as requested by MCAH
Director.
25% Supervision
Directly responsible for the day-to-day supervision of the CHDP/EPSDT-PHN,
nutritionist, health educator, health program specialist/CHDP-schools,
and clerical staff. Responsible for work of students/interns, etc. ,
assigned to the Program. Indirectly responsible for the work of
EPSDT Aides who work under the direct supervision of the EPSDT-PHN
supervisor. Indirectly responsible for work of Dental Health
staff assigned to unit.
A. Responsible for implementation of personnel regulations and the MOU.
B. Conduct communication regarding personnel issues with Public
Health Administration (and Health Services Department
Personnel, if indicated).
C. Conduct staff meetings on a regular basis.
D. Plan and evaluate personnel work related activities.
E. Identify activities which enhance job performance of staff and
supervise the implementation of same.
,F. With staff, formulate work objectives and update as needed.
G. Monitor work related activites of staff.

C. Monitor budgetary adjustments as needed to assure adherence to

25% Program Management
'A. Carry out programmatic communication with public, private and

about Program changes and updates to providers and community

C. Handle provider complaints and concerns related to the Program
with consultation from MCAH Director and State as needed.
D. Work with provider office staff to assure efficient and smooth
case management systems.
E. Provide and/or direct CHDP-EPSDT training for providers and
their staff.
F. With MCAH Director, carry out and/or direct provider recruitment
and provider retention activities.
G. Review as appropriate medical reports/bills from providers.
Review all reports/bills from new providers before submission
to State for payment.
H. Make periodic visits with other CHDP staff and MCAH Director
to provider offices to provide update and to review standards
which assure quality of care.
I. Coordinate needed outreach and follow-up services with commu-
nity medical resources, including hospitals, clinics and
voluntary agencies.
J. Interpret and implement State and Federal Program mandates
under direction of MCAH Director.
j K. In consultation with MCAH. Director, establish Program policies
and interpret same for staff.

What changes have occurred in the work of this position ?
Between 1980-83 there was no direct supervision of this position. The incumbent was
required to take on more responsibility which has carried over to present. Prior to 1980
the EPSDT Unit was not under the Deputy Director's responsibility.

Budget decisions, program goals and direction of activities, personnel management liaison
with State, liaison with medical providers. As Program Director, I have overall responsi-
bility for program and medical consultation to program and to providers.

PUBLIC HEALTH PROGRAM SPECIALIST II
DEFINITION•
Under general direction to plan, organize and administer a specially
funded healt4 service program within the Public Health Division of the Health
Services Department; to coordinate program activities with other services within
the Department; and to do related work as required.
DISTINGUISHING CHARACTERISTICS:
Posl"itions in this class are responsible for administering a medical or
health care program which involves the planning, coordination, and implemen-
tation of a wide range of specialized program activities. Within established
guidelines, Public Health Program Speicalists II provide program direction,
implement program policy, monitor program activities and evaluate their
effectiveness'.
Public Health Program Specialist II is distinguished from Public
Health Program Specialist I in the terms of the size and diversity of the
program being', managed and the complexity and nature of the work being performed.
Public Health Program Specialist II may supervise Public Health
Program Specialists I'S and subordinate professional, technical and clerical .
staff.
TYPICAL TASKS:
Develops and writes proposals for grant applications; sets goals and
objectives and establishes program priorities; provides supervision, technical
assistance and consultation to program staff; reviews and approves program pro-
posals for grant applications prepared by subordinate professional staff;
interprets and implements state and federal program mandates; establishes and
interprets program policy; represents the department at meetings with state and
federal program organizations to develop an integrated maternal and child health
plan; establishes policies and procedures for clinics and insures compliance
with state and federal mandates; interprets policies and procedures for clinic
personnel; makes on site clinic visits to evaluate the implementation of policy;
monitors and evaluates program activities and budget expenditures; collects and
analyzes statistical data; prepares annual and quarterly reports; reviews and
evaluates laboratory results for acute communicable disease control and rabies
control and determines if additional testing is required; refers contagious
disease cases to nursing and epidemiologic staff for follow-up investigation;
issues legal orders in non-complaint tuberculosis cases; orders vaccines and
authorizes distribution to clinics; establishes and interprets county-wide immu-
nization policy; coordinates field epidemiologic work in disease outbreak
situations; schedules immunization clinics throughout the county; coviftneftes
establishes venereal disease program
goals and objectives and supervises professional, technical and clerical staff;
corresponds with professional and lay people concerning nutrition education and
services; assesses dietary habits of clinic patients; supervises the distribu-
tion of vouchers; coordinates the scheduling of nutrition clinics with program

staff; identifies urgent needs for program services and makes appropriate
referrals for treatment; determines medical eligibility and authorizes expen-
diture of program funds for diagnosis and treatment; supervises staff in the
preparation of case records, the determination of financial eligibility, the
encumbrance of accounts and the preparation of required reports; communicates
directly witY physicians and other direct care professionals on individual cases
and administrative matters as appropriate; CONDUCTS PROGRAM PLANNING,
COORDINATION, AND EVALUATION ACTIVITIES IN THE CHILD HEALTH AND DISABILITY
PREVENTION (CHAP) PROGRAM AND EARLY PERIODIC SCREENING, DETECTION AND TREATMENT
(EPSDT) PROGRAM; MANAGES DAY-TO-DAY CHDP-EPSDT PROGRAM AFFAIRS INCLUDING
SUPERVISION OF STAFF; SERVES AS LIAISON WITH FUNDING AUTHORITY AND DIVISION
FISCAL UNIT REGARDING PROGRAM FINANCIAL ISSUES; PROVIDES TECHNICAL ASSISTANCE
AND CONSULTATION TO OTHERS REGARDING CHDP-EPSDT AFFAIRS.
MINIMUM QUALIFICATIONS:
Education: Possession of a Baccalaureate Degree from an accredited
college of university with a major in nursing, health education or a closely
related health care field.

Experience: Three years of full-time experience, or its equivalent,
in a public health facility providing direct health care services to patients or
performing administrative duties in a health care organization or program.
Substitution: Possession of a Master's Degree in any of the aforemen-
tioned fields' or a closely related major may be substituted for one year of the
required expe4rience. One additional year of experience of the type noted above
can be substituted for the required academic major. No substitution is per-
mitted for a ;Baccalaureate Degree.
QUALIFICATIONS FOR RESTRICTED POSITIONS:
Specific qualifications are required beyond those specified above for
position(s) in the following programs:
(1)' ACCUTE COMMUNICABLE DISEASE PROGRAM - Possession of a valid cer-
; tificate as a Public Health Nurse issued by the State of
` California or one year of experience in communicable disease
control or investigation.
(2) WOMEN, INFANTS AND CHILDREN'S (WIC) PROGRAM: Registration as a
Dietitian with the American Dietetic Association.
KNOWLEDGE, SKILLS AND 'ABILITIES:
Good knowledge of administrative principles applicable to the organi-
zation and functions of public health and medical care programs; good knowledge
of the principles of work organization; knowledge of the basic elements of
supervision; working knowledge of medical terminology; working knowledge of the
organization,� functions and inter-relationships of various medical care services
and facilities such as hospitals, clinics and voluntary agencies; ability to
supervise and coordinate the work of subordinate staff; ability to compile and
analyze data;;ability to organize material and write clear and concise reports;
ability to work harmoniously and effectively with state, federal and county
staff, advisory boards, community agencies, private physicians, vendors and the
general public.
