RECOMMENDATION•
Adopt a position of support for AB 4234 (Baker) .
BACKGROUND•'

The Board has been concerned for some time about traffic
congestion ',on the Benicia-Martinez bridge and has urged
legislation to resolve the problems. Assemblyman Baker has now
introduced 'AB 4234 which does the following:
1. The bill requires the Department to design and
construct traffic capacity improvements to the
Benicia-Martinez bridge.
2 . The bill authorizes the Department of Transportation to
proceed with all preliminary work required to construct
a new toll bridge across the Carquinez Straits parallel
to the Benicia-Martinez bridge. This preliminary work
is specified to include, but not be limited to,
environmental studies, surveys, plans, cost estimates,
right-of-way appraisals and acquisitions, engineering
studies, layouts, traffic studies, and all other work
found to be necessary for construction.
AB 4234 is currently on referral to the Assembly Transportation
Committee. No hearings have yet been scheduled.
Since AB 42;34 provides both short-term and long-term solutions to
the traffic congestion on Interstate 680, it appears appropriate
for the Board to support AB 4234.
