RECOMMENDATION•
Adopt a position of support for AB 2890 (Hannigan) .
BACKGROUND:
One of the 'high priority items on the Board' s Legislative Program
has been to obtain authorization for counties to retain up to 5%
of the proceeds of the Supplemental Property Tax Roll to
reimburse the county for the administrative costs of processing
the roll.
During the current fiscal year, the county has lost approximately
$800,000 because the previous authorization which had covered the
1983-84 and 1984-85 fiscal years expired June 30, 1985.
Legislation which passed the Legislature in 1985 would have
continued this authority indefinitely. This bill--SB 580 by
Senator Vuch--was vetoed by the Governor.
Assemblyman Hannigan has now introduced a more comprehensive bill
which makes a number of changes in the Supplemental Assessment
process, but also includes authority for the counties to retain
the actual administrative costs associated with the Supplemental
Assessment 'Roll up to 5% of the increased revenue from the
supplemental assessments.
Since AB 2890 contains a provision which is a major part of the
County' s Legislative Program, it is appropriate for the Board to
indicate their support for AB 2890.
