Legislation: Senate Bill 1740 SPECIFIC REQUEST(S) ,OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt a position of support for SB 1740 (Petris) if the bill is amended to include Contra Costa County. BACKGROUND: o Current law authorizes the Board of Supervisors of San Diego County to establish administrative assessments in the municipal courts to cover the cost of recording and maintaining a record of convictions for Vehicle Code violations and for the cost of notifying the Department of Motor Vehicles of the attachment or restriction' of a defendant' s driver' s license or automobile registration. In addition, current law authorizes San Diego County to establish a fee for the processing of Accounts Receivable. e Senator Petris has introduced SB 1740 which would extend this authorization to the County of Alameda. In conversations with Senator Petris ' staff, Roy Chiesa, Clerk-Administrator of the Walnut Creek--Danville Municipal Court, was advised that the Senator had received calls from a number of counties indicating their desire to be included in the bill. It is, therefore, apparently Senator Petris' intent to amend SB 1740 to allow all counties to be included upon the adoption of; an implementing resolution by the board of supervisors Mr. Chiesa has discussed. this matter with Judge Minney, the Presiding Judge of the Walnut Creek--Danville Municipal Court, who concurs that the Board of Supervisors should seek to have Contra Costa County included in the authority provided for in SB 1740. We have not been able to make an actual assessment of the additional revenue which might be generated from the County's being authorized to impose these administrative assessments, but it appears that it would be *substantial. We are, therefore, recommending that the Board support SB 1740, providing the bill is amended to either apply to all counties, or at least to include Contra Costa County. 0 CONTINUED ON ATTACHMENT: YES SIGNATURE: A / _ RECOMMENDATION OF COUNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE 1 X APPROVE OTHER SIGNATURE S): p ACTION OF BOARD ON March 8, 1986 APPROVED AS RECOMMENDED OTHER 0 o VOTE OF SUPERVISORS ' I HEREBY CERTIFY -THAT THIS IS A TRUE UNAN.IMOUS (ABSENT AND CORRECT COPY OF AN ACTION TAKEN AYES: t NOES.: AND ENTERED ON THE MINUTES OR THE BOARD ABSENT: ABSTAIN: OF SUPERVISORS ON THE DATE SHOWN. o cc: County Administrator ATTESTED Clerk-Administrators--Muni Courts — Senator Nicholas Petris PHIL BATCHELOR, CLERK OF THE BOARD OF Kathy Snodgrass, Jackson/Garish SUPERVISORS AND COUNTY ADMINISTRATOR BY ( M382/7-83 DEPUTY
