SUBJECT: Use of Workfare .& GAIN Workers to Maintain Flood Control Channels
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) Q BACKGROUND AND JUSTIFICATION
Recommendation :
Request Flood Control, General Services , Social Services and the
. Community Develovment Departments work together to develop a plan to
authorize the Workfare and ultimately the GAIN (Greater Avenues for
Independence) Program to provide maintenance in the flood control
channels in Contra Costa County, and to determine the feasibility ,
cost, and ultimate implementation particularly with respect to doing
maintenance which heretofore has not been accomplished, identifying
the tasks that can be accomplished, and developing an employment ladder
from which these work experiences can lead to permanent positions for
under-employed individuals .
Background:
Many of our creeks and streams have not been maintained for many years
and as a result have overgrown, silted uv and ultimately prevented the
flow of water causing flooding to adjacent structures. In addition , we
have a Workfare Program and soon to be.. GAIN Program where many jobs
are going to be required for per who are Ion public assistance. The
experience of the General Services Dent. and the Social Service Dept.
with Workfare has been outstanding. Many of the individuals who have
participated in the Workfare Program have gone on to full time permanent
jobs based upon the experience and training received in these county
workfare programs . As a matter of fact, members of the Workfare Program
who are on public assistance are no;a crew chiefs . operatina these very
programs .
This is a source -of jobs for individuals _Taho have_been._highly_.under -
employed and also , a training program for paying jobs and removal from
the public assistance rolls. In addition, it accomplished work that
has not been done before that is necessary and in the public interest.
While there may be limitations on the work that can be done , there
clearly are opportunities for employment and we should pursue their
feasibility along with the departments above and with the Public
Employee' s Represemtatives' participation.
