HomeMy WebLinkAboutMINUTES - 03111986 - T.7 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on March ll , 1986 , by the following vote: AYES: Supervisors Fanden, Torlakson and McPeak NOES: None ABSENT: Supervisors Schroder and Powers ABSTAIN: None SUBJECT: Report of the Director of Community Development on the Planning Commission' s actions pertaining to the question of an Environmental Impact Report on the Howden Wind Farms application. The Board on March 4 , 1986 , requested the Director of Community Development to report to the .Board on March 11 , 1986 at 3 : 00 p.m. on the Planning Commission' s actions pertaining to the question of an Environmental Impact Report on the Howden Wind Farms application. Harvey Bragdon, Assistant Director of Community Develop- ment, reported to the Board that at the last Planning Commission meeting that the Commission had by a vote of six to one voted that an Environmental Impact Report would be required on the project and that it should be completed in June. He also stated that since the meeting the County had discussed the .matter of the Environmental Impact Report with Darwin Myers , a consultant. Supervisor Torlakson asked whether consideration was given to just having the Environmental Impact Report pertain to the Area of Special Biologic Importance (ASBI) and to have the other part of the application granted approval . He requested that since the Planning Commission had not discussed this at their meeting, perhaps staff could come back with recommendations on this method of approval . The Vice-Chairperson invited comments from interested persons present. Dave Nesmith, representing the Sierra Club, questioned whether the roads for the area outside the ASBI were going to go through the ASBI area. He stated that the Sierra Club is not opposed to this project and does not want to hold up the area outside the ASBI . He 'would like to see an Environmental Impact Report done to compliment the State Fish and Game Studies done in the 1970 ' s around the Los Vacqueros project. He also expressed concern for staying within the statutory deadlines and having a credible EIR. A.B. McNabney, 1161 Leisure Lane #7 , Walnut Creek, representing Mt. Diablo Audubon Society, endorsed the action of the Planning Commission. Leslie Stewart, representing the League of Women Voters , agreed with Mr. McNabney and reiterated the League ' s previous written position of requiring an EIR. Supervisor McPeak questioned whether the other wind farm approvals that have gone through have contained an ASBI area. 77 Supervisors McPeak and Fanden indicated that they were in favor of requiring an Environmental Impact Report and that they supported the recommendation of the Planning Commission.
