COMMISSION TASK FORCE
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: To accept and approve in concept the
preliminary report of the East County Regional Planning Commission . .
and set April 1, 1986, for the first reading of the ordinance to
create the Regional Planning Commission. The Ordinance can then be
heard and the ordinance would become effective on May 8, 1986. It
should be noted also that April 1 would be the opportunity to receive
any final adjustments to the report after it has been reviewed by the
cities and other interested groups.
Further, direct the Community Development Department and County
Counsel to develop the necessary final reports and ordinance drafts.
BACKGROUND INFORMATION: On December 17, 1986, the Board of Su-
pervisors authorized me to set up a task force to design a regional
planning commission for East Contra Costa County.
Over the course of the initial two meetings of this task force, I
was extremely pleased to observe a commonality of thinking on many of
the pressing issues facing the future of East Contra Costa County.
The task force we have established represents a full, varied
cross-section of east county communities and ways of life.
What was particularly encouraging was a major consensus that be-
came apparent regarding the geographic territory which should be
represented by the proposed regional planning commission. It became
clear as each community discussed its perspective that we are linked
together as a region in many major ways.
The entire east county shares a common unity in facing the chal-
lenges of growth itself. Our planning workload is much larger than
the other subregions of the county because of the tremendous amount of
development activity currently underway and planned for the future.
According to ABAG, East Contra Costa County is the fastest growing
subarea in the county over the next twenty years. East county is
projected to add approximately 100,000 new residents between 1985 and
the year ,2005 (a 79% increase over current levels) . East county
growth may_ _ include approximately 47,000 new households by 2005, a
doubling over current levels.

It is our challenge and responsibility to preserve the fantastic
qualities of our precious east county environment--from our majestic
impressive hills to our beautiful Delta and to our productive farm-
lands and rangelands. It is our common challenge and responsibility
also to develop the necessary infrastructure to accompany the right
level of growth as ultimately defined through community input and our
public planning process.
Transportation stands out, too, as we have the common problems of
Highway 4 and the Willow Pass Grade, and we will face in the future
more and more the need for commute alternatives in an easternly direc-
tion as Highway 4 heads out of the County. Growth and development in
any one community certainly have traffic impacts on neighboring commu-
nities and throughout the region. Joint planning, coordinated devel-
opment is definitely needed.
Furthermore, East County is linked together in our common battle
to have BART extended to where it was historically promised.
From West Pittsburg to Knightsen, Oakley and Byron the proposed
east county planning area shares such similar problems as school
overcrowding and development of drainage systems to control flooding.
The east county area again shares a magnificant Delta/river sys-
tem as part of our geographic identity. Because of this we have al-
ways been in the forefront of the battles of protect the Delta and to
protect the precious water supply that flows into and through our re-
gion. We share common concerns about the quality and delivery of wa-
ter.
In short, the larger east county area from West Pittsburg east to
the countyline shares a great deal in common and will benefit in an
enormous way by pulling together planning in a regional commission. A
strong liaison is needed between our communities. The regional com-
mission structure we have agreed on will be a major step in achieving
this goal.
Additionally, I was pleased to note the consensus we arrived at
regarding the relationship between the incorporated and unincorporated
communities. The consensus of our group has been that the three cit-
ies should retain their city planning commissions and that the Board
of Supervisors should retain development authority in the spheres of
influence. However, we all agreed that it is vital that early coordi-
nated planning occur between the cities and the county in the spheres
of influence.

PRELIMINARY REPORT OF THE
EAST COUNTY REGIONAL PLANNING COMMISSION TASK FORCE
1. Geographic Area of Commission Responsibility. As shown
on the attached map, the Commission' s jurisdiction would follow
sanitary sewer district boundaries between West Pittsburg and
Concord then generally follow ridgelines between Concord-Clayton
and East County. The line then would trend southeasterly
following the line established as the eastern boundary of the
jurisdiction of the San Ramon Valley Area Planning Commission.
At the time of the establishment of the Commission a precise line
will be delineated.
2. Membership. There shall be nine regular voting members.
Six members shall be residents of the unincorporated portion of the
Commission' s jurisdiction and three members shall be city members
and shall be recommended for appointment by the cities of Antioch,
Brentwood and Pittsburg. The representatives from the
unincorporated portion of the county shall be selected on a
geographic basis from the areas from West Pittsburg, Oakley,
Bethel Island-Sandmound, Knightsen, Discovery Bay and Byron-Far
East County.
a. It should be strongly stressed that all
Commissioners will be making a major time commitment to the very
important position they would assume. They would have the
responsibility of taking a regional persective in their thinking.
The city appointment would further have the responsibility of
providing the critical and important information link between the
city planning process and that of the county.
A significant aspect of their work as a Commissioner
will be to carry information from the regional planning
commission back to the city council, city planning commission,
and city staff and and then to relay back to the regional
planning comission concerns of the city. This two-way
communication will be vital to the success of the regional
planning concept.
A high level of attendance and participation is
expected of all Commissioners not only at regional planning
commission meetings but also at workshops and field trips.
b. The cities would have the discretion of appointing a
representative from within either the city limits or the sphere
of influence. The city councils would further have the
discretion of appointing one of their own members, one of their
planning commissioners, or a qualified and interested citizen of
the community at large.

3. Matters to be Considered by the Commission. The
Commission shall have the same duties as the County Planning
Commission now has. The Regional Commission would consider
General Plan Amendments, Rezonings, and Ordinances and make
recommendations to the County Board of Supervisors. The Com-
mission would take final action on tentative subdivision maps (5
or more lots) and would hear appeals from the decisions of the
Zoning Administrator. In addition, the Commission would consider
matters referred to it by the Board of Supervisors. The
Commission would also receive reports regarding planning acti-
vities in other parts of the County and in the region. All
decisions of the Regional Planning Commission can be appealed by
any affected party to the Board of Supervisors.
4. Matters to be Considered by the Zoning Administrator.
The Zoning Administrator would meet in the same place as the
Commission (in East County) and would consider all applications
for variances, land use permits, minor subdivisions ( 4 or fewer
lots) and development plans. All decisions of the Zoning
Administrator can be appealed by any affected party to the
Regional Planning Commission. Further, if a majority of the
Regional Planning Commission wished to hear and consider any item
on the Zoning Administrator' s agenda that item could be referred
to the Commission. (The detail of informing the Commission of
Zoning Administrator agenda items will be worked out prior to the
Commission' s taking office. )
5. Meeting Place. The task force discuss the pros and cons
of having a permanent location versus rotating between different
communities. The task force recommends the advantage of a
permanent location. A permanent location to allow everyone to
become accustomed to the location and it would make it possible
to have permanent reference materials and maps always available
to the Commission. For instance, a large display General Plan
and Zoning Map could be mounted either permanently or stored
nearby the meeting room, maps of a scale large enough to read but
too cumbersome to transport.
The City of Antioch offered the use of their city
council chambers as the meting place. The task force thought
this was a very generous offer and a very good location because
of its central geographic position.
6. Meeting Times. Based upon the recent application workload
it the task force recommends that the regional planning
commission meet on a regular basis at least twice a month. The
day of the week will have to be selected and integrated into the
County' s and the cities ' schedule of meetings.

7. Terms of Commissioners. The terms of each Commissioner
shall be four years. However, the terms of the initial
appointments will be staggered--one-third of the positions to be
two-year terms, one-third to be three-year terms, and one-third
to be four-year terms.
8. Role of Existing Citizen Groups and Special Districts.
All applications to be considered by the Regional Planning
Commission will be first referred to existing community groups
and special districts for review and comment.
It is anticipated that the Regional Planning Commission will
now take the role of representing the entire area and therefore
the East Diablo Planning Advisory Committee will no longer be
needed. They have served their purpose and they have served it
well. The East Diablo Planning Advisory Committee was estab-
lished with the ultimate goal of establishing a legitimized and
formal regional planning commission to serve the fast growing
eastern part of Contra Costa County.
