SUBJECT: CHP Use of Radar on County Roads
Lt. Roy Kinion of the California Highway Patrol (CHP)
advised the Board that subsequent to a request from the County
Administrator in October 1985 the CHP had analyzed accidents, speed
trends and citizen complaints of speed and had determined that 33
roads in the unincorporated areas of Contra Costa County meet the
criteria set forth by the CHP for the use of radar. He noted that
the officers who would be using the equipment must undergo 40 hours
of specialized training, and each radar unit is required to be inde-
pendently tested by the University of Michigan to ensure accuracy
and reliability. Lt. Kinion stated that while the CHP would bear
all salary and car equipment costs, the County is the only available
source of funding for the radar equipment. He advised that the first
year costs to purchase 8 moving radar units and a large display unit
to be used for training and educational purposes would be approxi-
mately $19 ,700.
Board members noted that response to the proposed project
from private citizens, school and fire districts, service organiza-
tions and County departments has been very supportive.
Board members being in agreement, IT IS BY THE BOARD
ORDERED that the issue of County funding of radar equipment to be
used by the CHP on unincorporated roads in the County is REFERRED to
the Finance Committee.
