BACKGROUND: The District Attorney has filed the attached report with the Board of Supervisors pointing out the accomplishments of his office during calendar year 1985 . We believe these accomplishments deserve to be brought to the attention of the Board publicly so the Board will be aware of the substantial progress made by the District Attorney during 1985. February 10, 1986 Subject: 1985 Accomplishments Summarized below are several of the more significant achievements of my office in 1985. I think you will be as pleased as I am. When your friends and constituents ask you what "your" District Attorney achieved in his first year, you can respond that he: ° Maintained a "no plea bargaining" policy for driving under the influence crimes, serious felonies, and superior court cases. Increased the superior court jury trial conviction rate by 7.7% to 86.5%. ° Increased the overall 'superior court conviction rate by 10.5% to 93.8%. °Increased the sexual assault-child molestation felony jury trial conviction rate by 9.8% to 95%. ° Increased the sexual assault-child molestation overall felony conviction rate by 9.9% to 92%. ° Increased the career criminal conviction rate by 3% to 93%. Increased the career criminal state prison sentencing rate by 9.8% to 87%. ° Increased the number of convicted felons sentenced to state prison by 16%. Increased the amount of civil penalties by 92% ($112,400 vs $215,523: projecting $250,000 for fiscal year 1985-1986) through enhanced toxic waste and consumer fraud prosecution. ° Increased the family support collections by $1 ,288,733 to $11 ,702,906 (12.3%) with a resultant increase of $292,902 in county revenues (9.4%) . ° Implemented working partnership with County Health Department to monitor, clean up, and prosecute hazardous wastes and Superfund sites, over and above state activity. r Board of Supervisors February 10, 1986 Page Two ° Implemented vertical prosecution for felony level domestic violence and child abuse crimes. ° Implemented vertical prosecution for abuse of elderly crimes. ° Implemented an in-depth training program for new lawyers with regular in-court review of progress. Implemented county-wide program to suppress sales of alcohol to teenagers. ° Implemented forfeiture procedures for seizure of narcotics trafficking money, cars, and other property. ° Implemented video tape training program to update police officers on current law. ° Participated in planning and implementation of West County Drug Task Force (C.L.E.A.N. ST. ) . ° Participated in planning for Central County Drug Task Force. ° Formulated aggressive program to combat child stealing - cost to be reimbursed by the state. ° Established a departmental newsletter. ° Mandated attendance for upper and middle management at the county management seminars, and at the sexual harassment course. ° Established program of incentive pay to increase efficiency of middle management. ° Doubled the office word processing equipment; added a PC which is utilized both for management problem solving and for accessing the LEXIS automated legal research system. ° Maintained accomplishment of affirmative action goals (best of all major departments) . ° Reduced the percentage of fixed term lawyers. ° Ended budget year 84-85 with a sizable surplus, even after paying for unbudgeted moving and equipment costs for new Concord office spaces. Y � • Board of Supervisors February 10, 1986 Page Three ° Projecting solid budget surplus for fiscal year 85-86. The above accomplishments were achieved by increasing staff morale, encouraging innovative solutions to on-going problems without merely adding personnel and money, and through concentrating the better qualified and experienced professional staff in high priority leadership and operational positions. The future needs of the office to face the ever-increasing workload onslaught is a subject for another day.
