SUBJECT: POLICY CONCERNING SUPPORT OF LOW-MODERATE RENTAL HOUSING DEVELOPMENTS
I. RECOMMENDED ACTION:
Adopt the proposed policy concerning support for low-moderate income housing
developments for families and the elderly, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
During the February 4, 1986 Advisory Housing Commission-Board of
Supervisors/Commissioners Joint Meeting, it was suggested that the Advisory Housing
Commission formulate a policy whereby the Housing Authority would advocate for rental
housing for low and moderate income families and the elderly.
At its Regular Meeting on February 24, 1986, the Advisory Housing Commission
recommended adoption of the following proposed policy:
When the Advisory Housing Commission, or an individual Commissioner
is contacted regarding possible support of a proposed development,
the request should first be referred to the Development Committee
for follow-up action.
Any meeting the Development Committee has concerning its position
with regard to a proposed development should be noticed in the
regular manner. However, meeting notices should also be sent
to any party evidencing interest in the proposed development.
Guidelines for review of proposed developments by the Development
Committee are:

1. A proposed development must be a rental development.
2. A proposed development must have some low or moderate
income benefit for either families or the elderly.
3. The Development Committee of the Advisory Housing
Commission will take no position on any proposed
development with a true market rate rent.
Any position adopted by the Development Committee will be
reviewed by the Advisory Housing Commission prior to
announcement of that position.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt the recommended proposed
policy concerning support for low-moderate rental housing developments, the Advisory
Housing Commission would continue to advocate for rental housing for low and moderate
income families and the elderly without guidelines.
