RECOMMENDED ACTION: Approve continued participation in the Project Self-Sufficiency Task Force by the Housing Authority Of the County of Contra Costa and provide $5=000 in funding from Housing Authority funds to purchase continued Individual and Career Counselling Services from the Mt. Diablo Adult Education Program for the Project Self-Sufficiency Program, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: The $5,000 requested to continue the purchase Of "Individual and Career Counselling Services" from the Mt. Diablo Adult Education Program has been budgeted in the Housing Authority's Fiscal Year 1985/86 Section 8 budget. III. REASONS FOR RECOMMENDATION/BACKGROUND: In 1984 the Department of Housing and Urban Development began a pilot program entitled Project Self-Sufficiency. The purpose of the program is to provide a mechanism whereby single parent families CaO become self-sustaining members Of the community. The H0V5fny Authority of the County Of Contra Costa, the Private Industry Council and the Community Development Department cooperated in obtaining 45 Section 8 Housing Certificates and in supplying counseling services for those individuals who met the program criteria. In October Of 1984 the Board Of Supervisors/Commissioners voted to allow the Private Industry Council , the Community D2velVmSnt Department and the Housing Authority to contribute $5,000 each to purchase an "Individual and Career Counselling Services" contract from the Mt. Diablo Adult Education Program. This contract will expire OO February 28, 1-986. Twenty-four Section 8 Certificates have been issued to date and the Project Self-Sufficiency Task Force, of which the Housing Authority is a member, strongly recommends that the program be continued for another year. As a result of this Project, a number of single parent families have received counseling and assistance in overcoming numerous socio-economic barriers and are striving to achieve self-sufficiency. At its Regular Meeting on February 24, 1986, the Advisory Housing Commission voted to recommend the Housing Authority's continued participation in the Project Self-Sufficiency Task Force and provision of $5,000 in funding from the Housing Authority to assist in the purchase of continued counseling services from the Mt. Diablo Adult Education Program. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not approve continued participation in the Project Self-Sufficiency Task Force by the Housing Authority of the County of Contra Costa and provide $5,000 in funding from Housing Authority funds to purchase continued Individual and Career Counselling Services from the Mt. Diablo Adult Education Program for the Project Self-Sufficiency Program, the Housing Authority would lose a valuable tool in assisting single parent families to become self- sustaining members of the community.
