Contra Costa County Water Agency )
The Board of Supervisors of Contra Costa County, California , as ex officio the Governing
Board of the Contra Costa County Water Agency RESOLVES THAT:
This Board has heretofore appointed personnel , retained consultants, adopted procedures
of management , and assigned duties , responsibilities and authorities for the Water Agency
pursuant to the Contra Costa Water Agency Act (Stats . 1957, ch. 518, P. 1553 as amended;
Act 81658 in Deering' s Uncodified Water Act; Chap. 80 in West's Water Code Appendix) , and the
Resolutions and Orders recording these actions expressed policy and outlined procedures to
be followed in the management of the Water Agency; but these policies and procedures should
be, and are hereby, consolidated and re-issued as follows:
I. OFFICERS, COUNSEL, AND STAFF
To avoid establishing a large permanent staff, while at the same time assuring effective
professional services , services rendered the Agency shall whenever possible be provided
by certain designated County officials and personnel who are hereby appointed to fill
positions as indicated below and serving at the pleasure of the Board.
A. OFFICERS
1 . Chair and Vice-Chair of the Board of Directors:
The Chair and Vice-Chair, of the County Board of Supervisors.
2. Water Committee Chair: The Chair of the County Board of Supervisors'
Water Committee.
3. Administrator/Secretary: County Administrator and Clerk of the Board of
Supervisors.
4. Chief Engineer: Community Development Department Director' s designated
engineer.
5. Executive Secretary: Community Development Department Director' s
esignee.
0. COUNSEL
1 . Attorney: Contracted special counsel .
2. Counsel : County Counsel .
C. STAFF
1 . Health Officer: Health Services Director.
2. Director of Community Development: Director of Community Development
ff—epartment.
3. Other Personnel assigned to the Community Development Department.
II . CONSULTANTS
Upon recommendation of the Chief Engineer, the Board of Directors of the Agency may
authorize use of consultants to assist in the Agency's activities.

Consultants' services shall be authorized in advance by the Board, but the Chief
Engineer and the Chair of the Water Committee may authorize such services when these
services are needed and it is impracticable to obtain advance authorization of the
Board, subject to confirmation by the Board. Services rendered shall be in accordance
with fees, rates, terms, and conditions approved by the Board.
I11. DUTIES, RESPONSIBILITIES, AND AUTHORITIES
A. The assignment of duties, responsibilities, and authorities, to the Officers,
Counsel , and Staff, shall be as closely parallel as practicable to present assignments
within County government.
B. Chair of the Board of Directors. The Chair of the Board shall preside over all
public meetings of the Agency and shall be considered the ranking legislative officer
of the Agency and its President.
C. Vice-Chair of the Board of Directors. The Vice-Chair of the Board shall , in the
absence of the Chair of the Board, assume the duties, responsibilities, and authorities
of the Chair of the Board.
D. Water Committee Chair. The Water Committee Chair shall be considered the official
representative of the Agency; and has responsibility which may be delegated or assigned,
for presenting the Agency's position, and making comments and statements with respect
to the County' s water resources, before federal and state legislative and administrative
bodies and committees , and at public hearings and meetings called by official or semi-
official bodies or organizations, except that the Board may, in certain instances,
authorize representation by other elected or appointed officials and County personnel .
E. Administrator/Secretary.. The County Administrator as Secretary, or his deputy,
shal record official action at all meetings of the Board of Directors of the Agency,
and shall be responsible for maintaining the official Agency files.
F. Chief Engineer. The Chief Engineer shall serve as the ranking technical and
adminis'� trat vecer of the Agency, and as such shall be responsible, as instructed
by the Board and the Director of Community Development, for the management and coordi-
nation of all Agency activities, preparation of program and budget, and may approve
"demands" upon the funds of the Agency made by the Officers, Counsel , Staff of the
Agency, Consultants who have rendered services to the Board, and others.
G. Executive Secretary. The Executive Secretary shall , in the absence of the Chief
Engineer, or as that officer may delegate, assume the duties, responsibilities, and
authorities of the Chief Engineer; and more specifically, as the Agency' s chief
liaison officer, he shall be responsible for all Agency correspondence and dissemination
of information, including notice or regular and special Agency meetings.
H. Counsel .
1. The Attorney, as legal officer of the Agency, shall be present as required at
all Agency meetings and shall advise concerning all matters of a legal nature
arising from the Agency's activities relating to litigation and administrative or
legislative hearings . Under direct control of the Board, he shall handle all
administrative hearings and litigation.
2. The Counsel shall assist the Agency by generally coordinating matters of a
legal nature with the Water Agency Attorney and assist the Board as directed.
1. Health Officer. The Health Services Director, or his designated representative,
shall advise and assist the Agency in all matters concerned with the health and
Environment of the County and, more specifically, shall serve as the liaison with
health authorities serving in other levels of government.
J. Director of Community Development. The Director of Community Development, or his
designated representative, shall advise and assist in all matters concerned with land
use, land use - planning, and general planning and supervise the Chief Engineer and
Executive Secretary.

K. Other Personnel of the Community Development Department. Other personnel of the
Community Development Department shall be considered to be the technical segment of
the Staff, and shall provide and prepare necessary technical data, charts, analyses,
maps , and written material as requested and directed by the Chief Engineer with the
approval of the Director of Community Development.
