Over the last 5 to 10 years, it has became increasingly obvious that insufficient funding was
available to adequately maintain the pavement surface of the County roadways. Because the
effect of that reduced funding, the Department of Public Works began an active project to
quantify those needs. This project is identified as the Pavement Management System.
As a result, the Pavement Management System team, as part of their ongoing responsibility,
conducted a complete inventory of the County road system, quantified the condition of each
roadway, and forecast the needs for upgrading and providing continual maintenance on the
system. Throughout the investigations, the staff has developed new and innovative approaches
to solving old problems. The goal of PMS is to produce a :cost effective and efficient
process for maintaining the system under a reduced funding level, but still the quality of
the system is degrading. To determine the extent of the problem, the department prepared
a report entitled "Pavement Maintenance Needs".
The report, which is presented to the Board, outlines present and future conditions of the
roadway; forecasts needs to maintain the roads due to their aging; and recommends funding
alternatives for consideration by the Board during the budgetary process.

ACCEPTED riport; REQUESTED County Administrator to schedule a workshop on road improvements with
representatives of the various city Public Works Departments, City Managers and elected city officials;
and REQUESTED County Administrator to report back to the Board on July 23, 1985 on the status of Senator
Boatwright's triansportation bill and the alternative options the Board may have to place before the voters
the issue of raising revenue for road maintenance and repairs.
