Miner, Executive Director � 11ra Contra Costa County Private Industry Council Costa DATE: July 2, 1985 County SUBJECT: Authorizing Execution of PY 1985-86 !`tate`-Education,,,Coordination and Grants (SECG) 8% Funds Cooperative Agreement (County #19-8056-0) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Authorize the Board Chairwoman to execute, on behalf of the County, the State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program year 1985-86, requesting authorization to expend $128,032 of Job Training Partnership Act (JTPA) 8% funds for the twelve month period from July 1, 1985 through June 30, 1986; and further, authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100% federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: On May 14, 1985 the Board authorized execution of Modification #3 to Contra Costa County's two year Job Training Plan (County #19-8026-9), which included SECG activities to be carried out through June 30, 1986. At its meeting of July 15, 1985, the Private Industry Council of Contra Costa County approved execution of this SECG 8% Funds Cooperative Agreement. This program will provide classroom training, basic education, on-the- job training, job development and placement services to approximately 60 high school students enrolled in special education classes residing in Contra Costa County, excluding the City of Richmond. An in-kind contribution of $173,079 in school district funds from the participating nine (9) local school districts and the County's Detention Facilities Education Programs participating will be provided to augment this program's expenditures. No County funds are required or requested for this in-kind contribution. RECOMMENDED ACTION: Authorize the Executive Director, Contra Costa County Private Industry Council, to execute, on behalf of the County, standard form Contract #19-1072-0 with Acalanes Union High School District, to operate the County's Program Year (PY) 1985-1986 Job Training Partnership Act (JTPA) Title IIA 8% State Education Coordination and Grants .(SECG) program for the period beginning July 1, 1985 and ending June 30, 1986, with a maximum payment limit of $119,070, contingent upon execution by the State Department of Education of the County's PY 1985-1986 SECG (8%) Funds Cooperative Agreement. II. FINANCIAL IMPACT: None. 100% federal funds III. REASONS FOR RECOMMENDATION/BACKGROUND: By its Order dated June 25, 1985, the Board authorized contract negotiations with the Acalanes Union High School District for the term beginning July 1, 1985 and ending June 30, 1986, and with a maximum payment limit not to exceed $119,070. These negotiations have been concluded. On July 16, 1985, the Board approved execution of PY 1985-86 SECG (8%) Cooperative Agreement (County #19-8056-0) with the State Department of Education, requesting $128,032 in federal funds to operate said SECG Program. The State Job Training Partnership Office (JTPO) has approved the County's JTPA Job Training Plan (419-8026-9) for PY 1985-86 which included authority to conduct this JTPA 8% program, contingent upon approval by the State Department of Education of the SECG (8%) Funds Cooperative Agreement. Therefore, the herein request for execution of Contract with Acalanes is made subject to approval of the County's SECG Cooperative Agreement by the State Department of Education. Said Contract has been approved by County Counsel as to legal form.
