Jornlin, Director Social Service Department Costa DATE: June 20, 1985 . @County SUBJECT: APPROVAL OF STATE CONTRACT #29-009-19 FOR SENIOR COMMUNITY SERVICES EMPLOYMENT APPLICATION SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION Approve and authorize the Director, Social Service to sign FY 85-86 Senior Community Services Employment Program, in the amount of $110,101 funded through Title V Older Americans Act of 1965 as amended. II . FINANCIAL IMPACT This State contract will provide $110,101 in federal funds. $71,326 will be used to employ 14 enrollees in half-time entry-level positions in the Social Service Department. The remaining.$38,775 in federal funds will be used to employ nine (9) low income in entry-level positions- in public and private, non-profit agencies within Contra Costa County, including two enrollees in the Health Services Department. Contractor match, County match and additional funds to supplement wages and fringe benefits will total $46,676 and will be used to supplement the $71,326. III. REASONS FOR RECOMMENDATION Upon approval of said State contract, it will provide the following: 1. Work experience for twenty-three low-income seniors that will increase their prospects for obtaining employment in unsubsidized positions in the private or public sector. 2. Supplemental income that will keep them above the poverty level and increase their self esteem. 3. Place sixteen seniors in positions which will provide valuable service to the Social Service Department and Health Services Department. BACKGROUND (AND PROPOSAL SUMMARY) Since 1977-1978, Contra Costa County, through its Office on Aging, has conducted a Senior Community Services Employment Program (SCSEP) under Title V of the Older Americans Act. The funding level for 1985-86 is $110,101 and represents an increase of 1% over the previous two years. In 1985-86, as in past years, 14 of the twenty-three (23) Title V seniors will be employed within the Social Service Department, two (2). will be employed by the Health Service Department, and the remaining seven (7) in public and private, non-profit agencies in Contra Costa County. Enrol'lees have performed vital work for their employers, deepened their sense of self esteem, prepared themselves for the job market, and earned wages that increased their prospects for economic survival . Since 1977 approximately 10% of the enrollees have been transitioned into unsubsidized employment. Age discrimination and loss of Social Security benefits have inhibited a higher number of placements. V. CONSEQUENCES OF NEGATIVE ACTION Failure to act on this State contract will result in the termination of fourteen (14) half-time employees in the Social. Service Department and two (2) in the Health Services Department. Duties they perform will have to be absorbed by existing staff, most of whom already have heavy workloads. In addition, the four agencies which employ a total of seven (7) enrollees will, have to be terminated. Title V funds allocated for Contra Costa County would be offered to another public or private obligation to � non-profit agency in the County which would not have an 0 place its enrollees in County positions.
