IV. BACKGROUND (AND PROPOSAL SUMMARY)
Since 1977-1978, Contra Costa County, through its Office on Aging, has
conducted a Senior Community Services Employment Program (SCSEP) under
Title V of the Older Americans Act. The funding level for 1985-86 is
$110,101 and represents an increase of 1% over the previous two years.
In 1985-86, as in past years, 14 of the twenty-three (23) Title V
seniors will be employed within the Social Service Department, two (2).
will be employed by the Health Service Department, and the remaining
seven (7) in public and private, non-profit agencies in Contra Costa
County. Enrol'lees have performed vital work for their employers,
deepened their sense of self esteem, prepared themselves for the job
market, and earned wages that increased their prospects for economic
survival .
Since 1977 approximately 10% of the enrollees have been transitioned into
unsubsidized employment. Age discrimination and loss of Social Security
benefits have inhibited a higher number of placements.
V. CONSEQUENCES OF NEGATIVE ACTION
Failure to act on this State contract will result in the termination
of fourteen (14) half-time employees in the Social. Service Department
and two (2) in the Health Services Department. Duties they perform will
have to be absorbed by existing staff, most of whom already have heavy
workloads. In addition, the four agencies which employ a total of
seven (7) enrollees will, have to be terminated. Title V funds allocated
for Contra Costa County would be offered to another public or private
obligation to

non-profit agency in the County which would not have an 0
place its enrollees in County positions.
