Per Captain Nelson 's request I will try to explain
the N. I.O.S.H. regulations concerning S.C.R.A. 's. Some of
the older units that were developed in the sixty's were
design only as demand type units and would not flow enough
to meet the new standards and maintain positive pressure
(200 liters per minute) . How ever this does not relate to
all , but in order to eliminate any confussion what they have
done is to approve only units that could be converted by all
the manufactures (5.M. 13E-24 or later) . What this leaves us
with is that there are some unit that are in the field that
cannot be certified and brought up to Cal . OSHA standards.
You can identify our units that fall into this catagory by
looking into the low pressure outlet and if the body of the
regulator is brass in color it can be converted if it is
silver in color it cannot. This relates only to units
manufactured prior to 1973. All of those that were made
after that date are fine.

Re: Survivair's that have been modified of which we have
seven (7) currently in service.
During the month of May 1985 Capt. R. Nelson and Senior Fire
Fighter R. Redden were given an updated maintenance class by
Mr. Jim W. Hopper of Survivair. We had brought to the class
some units that were giving us minor problems and during the
inspection of these units it was noted by Mr. Hopper that one
of them was questionable as to being legal according to cur-
rent N.I.O.S.H. and Cal-OSHA regulations. This unit had been
purchased in the early 1960's and was then modified in the
1970's to meet applicable N.I.O.S.H, and Cal-OSHA regulations
at that time. Mr. Hopper explained that this particular unit
with modification was legal at that time, but now falls in a
very grey area as to still being legal.
We have since surveyed the units in our department and have
found of the thirteen units we have seven that fall into this
category. These seven units were modified in the 1970's and
did meet those standards required at that time. These units
should be replaced as soon as possible to prevent any injury
to personnel of this district as they are in violation of
current N.I.O.S.H. and Cal-OSHA regulations: The reliability
factor of these units due to the modification is the area we
could get into should an injury occur.
It is my recommendation as Officer in charge of S.C.B.A. that
these units be replaced immediately before we encounter a
problem of injury or death.
