' RECOMMENDED ACTION: Award the contract for modernization work at CAL 11-10, Bayo Vista, Rodeo, to Bi t-we3i',--; vel-opment Company, 4745 Geary Boulevard, San Francisco, for Base Bid No. 5 in the amount of $3,495,000, as the lowest responsible bidder, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Under the Fiscal Year 1984 Comprehensive Improvement Assistance Program $3,700,000 was allocated to the Housing Authority of the County of Contra Costa to proceed with Phase I of the modernization at CAL 11-10, Bayo Vista, Rodeo. III. REASONS FOR RECOMMENDATION/BACKGROUND: Bid requests were advertised in the Contra Costa Times. Bids were opened on Monday, June 10, 1985 at '3:00 p.m. and were received from four contracting companies. Biltwell Development Company, 4745 Geary Boulevard, San Francisco, California, with Base Bid No. 5 in the amount of $3,495,000.00 was determined as the lowest respon- sible bidder. A copy of 'the Bid Abstract is attached for your review. Staff recommended to the Advisory Housing Commission at its Regular Meeting on June 17, 1985 that the contract for the modernization work to be accomplished at CA011010, Rodeo, be awarded to the low bidder, Biltwell Development Company, 4745 Geary Boulevard, San Francisco, California. The Advisory Housing Commission accepted this recommendation and voted to recommend award of the bid to Biltwell Development Company. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not award the contract for modernization work at CAL 11-10, Bayo Vista, Rodeo, to Biltwell Development Company for Base Bid No. 5 in the amount of $3,495,000, this modernization work could not be accomplished on a timely basis and the costs of the modernization project at CAL 11-10, Bayo Vista, Rodeo, would increase beyond the available HUD funding through the Comprehensive Improvement Assistance Program.
