WALFORD, PUBLIC WORKS DIRECTOR DATE: June 4, 1985 SUBJECT: AAend the Board Order adopting the 19B5 County State Improvement Program Priority List Specific Request(s) or ecomme t ons A Background i Justification RECOMMENDATION The Board of Supervisors to amend the Board Order adopting the 1985 Contra Costa County State Transportation Improvement Program (STIP) Priority List by adding the following: "The Public Works Director is further instructed to request the California Transportation Commission (CTC) , through the Metropolitan Transportation Commission (MTC) , to grant long-lead time project status to the State Route 4 at Willow Pass Summit project in the event that no Federal Aid Primary funds will be available for programming". FINANCIAL IMPACT None REASONS FOR RECOMMENOATION/BACKGROUND On January 15, 1985, the Board of Supervisors adopted the STIP Priority List. The State Route 4 at Willow Pass Summit Project was listed as the County's number one priority project. During the subsequent months, because of the projected State fund shortage, the CTC decided not to program any new projects that would require 50 percent State matching funds. The State Route 4 Project unfortunately falls under this category. On May 9, 1985, Supervisor Tom Torlakson appeared in front of the CTC, as Vice-Chair of the Contra Costa Transportation Advisory Committee, to plead for the State Route 4 Project and further requested CTC to grant the State Route 4 Project long-lead time project status so that preliminary engineering and environmental assessment can proceed. At that time, CTC asked MTC to prioritize the long-lead time projects in the region which has never been done before. This Amendment reaffirms the request previously made by Supervisor Tom Torlakson. It also allows MTC to prioritize our most urgently needed project. MTC has scheduled a hearing on June 14 on the long-lead time projects. It is important that MTC be made aware of the Board of Supervisors desire as soon as possible. CONSEY!ENCES OF NEGATIVE ACTION Without this Amendment, the State Route 4 Project will not be considered by MTC for long-lead time project status, and would further delay the needed improvements.
