WEST PITTSBURG
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
BACKGROUND INFORMATION: Since early 1983 , my office has been
receiving complaints about J & M Towing located on Parkside Drive in
West Pittsburg. He was noticed officially by the Planning Department
on October 24, 1983 to correct violations of his permit. These
problems were -not corrected until May 5, 1984.
In October 1984, a revocation hearing was scheduled because
additional complaints had been received about the traffic hazard
created at the site of Mr. Molina' s business. He again corrected the
noted violations of his permit and the revocation hearing was
cancelled.
By December 1984 further complaints were again received about Mr.
Molina parking excess cars on the shoulder outside his fenced
property. This creates a problem because Parkside Drive is a very
narrow curve and the cars parked on the shoulder obstructs the view of
oncoming traffic and sometimes forces drivers traveling east to cross
over the double line on the narrow blind curve to avoid the parked
cars.
Additionally, my office has received complaints about Mr.
Molina' s junkyard site on Evora Road in West Pittsburg; specifically,
that excess cars are stoVed in such a manner that they constitute an
eyesore and general community nuisance. We have been working
regularly with the California Highway Patrol to try to achieve
compliance. Repeated warnings by our zoning enforcement staff are
heeded only partially or only on a temporary basis. I understand that
Mr. Molina' s land use permit for the Parkside Drive site is due to
expire within the next few months.
RECOMMENDED ACTION: Due to the numerous complaints about the
traffic hazard created at Parkside Drive site and the nuisance created
by the storage of junk cars at the Evora road site, I recommend that
.Mr. Molina' s permit for the Parkside Drive site be allowed to lapse
and very careful and serious consideration be given by the Community
Development Department whether a new land use permit should be issued
or even entertained. In the meantime, I recommend that the Community
Development Department initiate revocation proceedings for both the
Evora Road site and the Parkside Drive site to get public testimony
and . appropriate investigation and information into the public record.
